APPOINT TO THE CITY'S COMMISSIONS, COMMITTEES AND BOARDS BY MAYOR AND CITY COUNCIL (CITY COUNCIL)

I. SUMMARY
This item is on the agenda at the request of Mayor Robles to consider appointments of new and returning Commissioners, Committee and Board Members in accordance with the Carson Municipal Code (CMC). In an effort to align Commission, Committee and Board (CCB) appointments and terms with the change of the General Municipal Election various CMC Sections state (in part) that Commission Members appointments, "...shall expire at midnight on the last day of the calendar month in which the next general municipal election after the member's appointment..."
All interested individuals, including current Commissioners, Committee Members, and Board Members, were invited to submit a CCB appointment application for consideration, which were forwarded to the Mayor and City Council under separate cover.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. VACATE all Commissions, Committees and Boards with the EXCEPTION of the Youth Commission;
2. APPOINT or REAPPOINT members to the Commissions, Committees and Boards to a 2-year term;
3. VACATE the expired Youth Commission terms (5 Regular Members);
4. APPOINT 3 Alternate Members to the Youth Commission;
5. DIRECT the City Clerk to notify all affected appointed or reappointed members of this action.

IV. BACKGROUND
The City of Carson conducted its General Municipal Election on November 6, 2018. In general, with the exception of certain CCBs, most CCBs rely on the CMC, which states (in part) that Commission Member appointments, "...shall expire at midnight on the last day of the calendar month in which the next general municipal election after the member's appointment..."; therefore...
