CONSIDER APPROVING A SPECIAL EVENT TICKET DISTRIBUTION POLICY FOR THE CITY COUNCIL, THE CHAIR OF A COMMUNITY SERVICES COMMISSION/COMMITTEE/BOARD AND MEMBERS OF THE CARSON COMMUNITY FOUNDATION (CITY COUNCIL)

I. SUMMARY
In 2009 a policy was approved that detailed how complimentary tickets for Fine Arts, Senior Recreation and boxing ticketed special events would be distributed to the City Council (Exhibit Nos. 1 & 2). This policy now needs to apply to all ticketed city-sponsored special events. This same guideline also needs to be revised to apply to the Chair of a Community Services Commission/Committee/Board and members of the Carson Community Foundation, as they provide support for these programs. In summary, City Council and Carson Community Foundation members, as well as the Chair of a Community Services Commission/Committee/Board will receive one (1) complimentary ticket. All other attendees will be required to purchase a ticket.
II. RECOMMENDATION
Recommendation
APPROVE the ticket distribution policy City Council and Carson Community Foundation members, as well as the Chair of a Commission/Committee/Board for all ticketed city-sponsored special events.

IV. BACKGROUND
More than nine years ago the City Council approved a complimentary ticket distribution policy for Fine Arts, Senior Recreation and boxing special events. The following details how tickets are currently disbursed:

Since 2009 the number of special events has grown. As many of these programs are ticketed/require the purchase of a ticket for admission, the need for this policy to apply to all events of this type has also grown. Additionally, this policy must be revised to apply to the Chair of a Community Services Commission/Committee/Board and members of the Carson Community Foundation, as they provide support for these events. The revised proposed ticket policy is as follows:

Free events are not subject to this policy. All other attendees for any of these programs must purchase a ticket to be admitted.
V. FISCAL IMPACT
Should the City Council approve this policy, its fiscal impact is unknown as both the number of ticketed special events and their respective cost vary annually.
