ELIMINATE COUNCIL POLICY AND PROCEDURE 1.2.02 RELATED TO HOLIDAY GREETING CARDS FROM ELECTED OFFICIALS (CITY COUNCIL)

I.                     SUMMARY

Council Policy and Procedure (CPP) 1.2.02 was created to set a policy on the purchase and mailing of a holiday greeting card from Carson elected officials with intent to send holiday wishes to commission, committee, board members, employees, neighborhood representatives, etc.

The policy was created on December 2013 and later then amended on December 2015, to broaden the scope of the policy to include the City Clerk and City Treasurer. Tonight this matter is on the agenda for the Council to consider eliminating CPP 1.2.02 in its entirety therefore forgoing a holiday card be mailed out at city expense.

II.                     RECOMMENDATION

Recommendation

ELIMINATE Council Policy and Procedure 1.2.02.

IV.                     BACKGROUND

On December 3, 2013, CPP 1.2.02 was adopted by the City Council regarding the purchase and mailing of holiday greeting cards by the City, distributed by elected officials, in accordance with the Fair Political Practices Commission (Exhibit Nos. 3-4). During the November 17, 2015, City Council meeting, during the discussion of the FY 2015/16 budget (item number 19) Mayor Robles suggested that the City not proceed with using City funds to design, print, prepare and/or mail a holiday card this year. The policy was discussed on December 1, 2015 and it was decided to have all seven elected officials’ names on the greeting cards.

Cost of printing, address labels, and postage on account number 01-10-000-003-6000 in 2017 was in the amount of $2097.12.
