CONSIDERATION OF RESOLUTION NO. 18-163, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING REVISED JOB CLASSIFICATION SPECIFICATIONS FOR ASSOCIATE PLANNER - EMERGENCY SERVICES AND THE RECLASSIFICATION OF THE ASSOCIATE PLANNER - PLANNING DEPARTMENT TO THE NEW CLASSIFICATION (CITY COUNCIL)

I.                     SUMMARY

To create a new job classification specification of Associate Planner - Emergency Services for the Public Safety Department.  This will allow the City to fill a need due to the loss of staff as well as address an identified business need.  This void can be mitigated with the creation of this job classification specification and the reclassification of a current member of staff from the Planning Department.  This reclassification will assist the City in moving forward in its compliance with government regulations.

 

II.                     RECOMMENDATION

Recommendation

1.                     WAIVE further reading and ADOPT Resolution No. 18-163, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING A REVISED JOB CLASSIFICATION SPECIFICATION FOR ASSOCIATE PLANNER - EMERGENCY SERVICES AND THE RECLASSIFICATION OF THE ASSOCIATE PLANNER IN THE PLANNING DEPARTMENT TO THE NEW JOB CLASSIFICATION.”

IV.                     BACKGROUND

 

The revised proposed job specifications for the Associate Planner - Emergency Services (Exhibit 1) will add additional staff resources to address needs in our  disaster/emergency preparedness response programs, including emergency planning and training for City staff and elected officials.  The Associate Planner - Emergency Services will provide logistical support regarding staffing and operations of the Emergency Operations Center.  The individual in this role will be responsible for performing complex professional analysis of development projects that involve hazardous material storage.  The individual will also assist in the development and implementation of new policies related to emergency response programs and the business inspection program; including but not limited to field work related to businesses that store hazardous materials.

An Associate Planner in the Planning Department has expressed an interest in contributing to the emergency services needs for the City.  A collaborative staff team (i.e. City Manager, Human Resources, Public Safety-Community Services Manager and the Carson Association of Professionals and Supervisors) have worked together to finalize this resource effort in order to address the needs of the City.
