CANCEL PROJECT NO. 1435: AVALON BOULEVARD AND CARSON STREET INTERSECTION IMPROVEMENTS [FEDERAL NO. HSIPL-5403(022)] (CITY COUNCIL)

Body
I. SUMMARY

Construction was stopped on the above-mentioned project on May 3, 2017, prior to the contractor fully mobilizing at the project site. During that time, the City was already working in the same vicinity on the Carson Street Master Plan project, and it was deemed that the cumulative impacts of two construction projects would have negatively affected pedestrians and the motoring public.
Furthermore, Project 1435 was deemed to be inconsistent with the Carson Street Master Plan because it would have physically widened the intersection, narrowed the sidewalk, and increased the distance and length of time required for pedestrians to cross the street.
Funding for the project would have been provided from the Highway Safety Improvement Program Cycle 5 grant and the City's Measure R local fund balance. Prior to the stop work notice, the project had expended $43,036.69 for costs associated with City staff work, engineering designs, advertisement, the bid process and the contractor's partial mobilization.
Per the grant guidelines, the City must refund $26,406.52 back to Caltrans since the project will not be built as planned (Exhibit No. 1).



II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. AUTHORIZE staff to refund Caltrans its share of the expended project costs, totaling $26,406.52, for the cancellation of Project No. 1435: Avalon Boulevard and Carson Street Intersection Improvements, from the City's General Fund Account.

2. WAIVE further reading and ADOPT Budget Resolution No. 18-154, "A RESOLUTION OF THE CITY OF CARSON, CITY COUNCIL AMENDING THE FISCAL YEAR 2018-19 BUDGET IN THE GENERAL FUND.
