Title

CANCEL PROJECT NO. 1435:  AVALON BOULEVARD AND CARSON STREET INTERSECTION IMPROVEMENTS [FEDERAL NO. HSIPL-5403(022)]  (CITY COUNCIL)

I.                     SUMMARY

Construction was stopped on the above-mentioned project on May 3, 2017, prior to the contractor fully mobilizing at the project site. During that time, the City was already working in the same vicinity on the Carson Street Master Plan project, and it was deemed that the cumulative impacts of two construction projects would have negatively affected pedestrians and the motoring public.

Furthermore, Project 1435 was deemed to be inconsistent with the Carson Street Master Plan because it would have physically widened the intersection, narrowed the sidewalk, and increased the distance and length of time required for pedestrians to cross the street.

Funding for the project would have been provided from the Highway Safety Improvement Program Cycle 5 grant and the City’s Measure R local fund balance. Prior to the stop work notice, the project had expended $43,036.69 for costs associated with City staff work, engineering designs, advertisement, the bid process and the contractor’s partial mobilization.

Per the grant guidelines, the City must refund $26,406.52 back to Caltrans since the project will not be built as planned (Exhibit No. 1). 

 

 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     AUTHORIZE staff to refund Caltrans its share of the expended project costs, totaling $26,406.52, for the cancellation of Project No. 1435:  Avalon Boulevard and Carson Street Intersection Improvements, from the City’s General Fund Account.

 

2.                     WAIVE further reading and ADOPT Budget Resolution No. 18-154, “A RESOLUTION OF THE CITY OF CARSON, CITY COUNCIL AMENDING THE FISCAL YEAR 2018-19 BUDGET IN THE GENERAL FUND.

TAKE another action the City Council deems appropriate.                     

 

IV.                     BACKGROUND

The scope of work for Project No. 1435: Avalon Boulevard and Carson Street Intersection Improvements included, but was not limited to the following:  (1) constructing an additional right turn lane in both the westbound direction (next to City Hall) and the northbound direction (in front of the International House of Pancakes), (2) modification of the signal to accommodate the new intersection layout, (3) replacement of the signal hardware, (4) installation of pedestrian count-down signal heads, (5) installation of a new signal cabinet and auxiliary equipment, (6) a new electrical meter pedestal, and (7) installation of light-emitting diode (LED) fixtures.

The project was first delayed, then cancelled by the City Council, due to the following reasons:

-                     Project No. 1043:  Carson Street Master Plan was initially scheduled to be completed by October 2016, and Project No. 1435 was slated to start construction immediately thereafter, but with the timeline for Project 1043 being extended, the two projects were in direct conflict with each other in terms of traffic control needs and work zones. 

-                     The City Council determined that widening the intersection was not consistent with the Carson Street Master Plan, which encourages pedestrian oriented developments along Carson Street, including adjacent north-south streets like Avalon Boulevard. The City has aggressively worked with developers to provide pedestrian oriented businesses in new developments, including restaurants which utilize the space for outdoor dining.  The project would have reduced the sidewalks in front of these businesses and restaurants and in front of the new Civic Center Plaza.

-                     V.                     FISCAL IMPACT

Direct reimbursement received from Caltrans was $26,406.52 and expenses charged to Fund 20 were $31,390.70.

Cancellation of the referenced project will require the City to absorb the full $31,390.70 expenses, which includes $26,406.52 reimbursement to Caltrans plus $4,984.18 of unreimbursed costs.  

The net General Fund Impact will be $31,390.70.   The City’s current General Fund Balance is $16,540,610,  under the City Council’s policy of maintaining $20% of expenditures in reserve ($17,759,963).
