CONSIDER APPROVING RESOLUTION NO. 18-149, APPROVING THE SUBMISSION OF A RESPONSE TO THE COUNTY OF LOS ANGELES' RFP TO SUPPORT IMPLEMENTATION OF THE CITY'S PLAN TO PREVENT AND COMBAT HOMELESSNESS

I. SUMMARY
The County Homeless Initiative and the United Way Funders Collaborative released a competitive Request for Proposal for this funding on September 14, 2018. Forty-one cities are eligible to apply, either individually and/or as part of multi-city collaboratives. Applications are due to the County by November 7, 2018. Grant terms for this one-time funding are expected to begin on January 1, 2019 and last for 18 months concluding June 30, 2020.

WAIVE further reading and Adopt Resolution No. 18-149, "APPROVING THE SUBMISSION OF A RESPONSE TO THE COUNTY OF LOS ANGELES' RFP TO SUPPORT IMPLEMENTATION OF THE CITY'S PLAN TO PREVENT AND COMBAT HOMELESSNESS.

IV. BACKGROUND
On March 2017, Los Angeles County placed a ballot measure, calling for a 1/4 cent increase in the County sales tax before voters. This ballot measure, known as Measure H, was approved by voters and was projected to generate $355 million annually for a period of ten years, with the proceeds earmarked toward efforts to prevent and combat homelessness. A portion of this funding was earmarked for cities to develop plans to combat homelessness. Staff applied for and received approval for a $35,000 grant funded through this measure.
On February 12, 2018, City Council awarded a contract to Shelter Partnership to develop the City's Plan funded by the awarded grant. Shelter Partnership is a local non-profit agency that specializes in program planning, policy analysis and resource development related to homelessness and affordable housing.
