CONSIDER NOVEMBER MEETING SCHEDULE DUE TO THE CONDUCT OF THE COUNTY CONSOLIDATED MUNICIPAL ELECTION TUESDAY, NOVEMBER 6, 2018 FOR THE CITY COUNCIL, SUCCESSOR AGENCY AND HOUSING AUTHORITY

I. SUMMARY
This item is presented for the purpose of considering the meeting schedule for the month of November, 2018, due to the conduct of the City of Carson’s General Municipal Election consolidated with the Statewide General Election on Tuesday, November 6, 2018.
II. RECOMMENDATION
Recommendation
1. CONSIDER the meeting schedule for the month of November and PROVIDE direction.

III. ALTERNATIVES
Option 1:
Continue with regular meeting schedule of the first and third Tuesdays to be held on Tuesday, November 6 and Tuesday, November 20, 2018, respectively.
Option 2:
Tuesday, November 6, 2018
No meeting due to Carson’s General Municipal Election.
Wednesday, November 7, 2018
Schedule adjourned regular meetings for the City Council, Housing Authority, and Successor Agency at 5:00 P.M. for the closed session agenda and 6:00 P.M. for the business agenda.
Tuesday, November 20, 2018
Resume regular meetings for the City Council, Housing Authority, and Successor Agency at 5:00 P.M. for the closed session agenda and 6:00 P.M. for the business agenda.
Option 3:
TAKE another action the City Council, Housing Authority, and Successor Agency deem appropriate.
IV. BACKGROUND
Section 2403(A) of the Carson Municipal Code provides, in part, that regular meetings of the City Council shall be held on the first and third Tuesdays of each month at the hour of 5:00 P.M. If any such day is on a holiday, then the meeting shall be held on the next succeeding day which is not a holiday. If any such day is a Statewide election day or a regular or special municipal election day, then the meeting shall be held on the next succeeding day or on any such other day as determined by the City Council (Exhibit No. 1).
It has been the accepted policy of the Mayor and City Council to reschedule meetings to another date to accommodate their absences due to their official attendance at conferences and seminars. In addition to this policy, the Mayor and City Council have rescheduled meetings because of other special occasions and needs. The past practice of the Mayor and City Council has been to reschedule the regular meetings to the following Wednesdays, in most instances.
