HSIPL 5403(028)]: TRAFFIC SIGNAL UPGRADE AT FIGUEROA STREET AND VICTORIA STREET (CITY COUNCIL)

I. SUMMARY

The City of Carson was awarded a grant to install upgraded traffic signal equipment, including left-turn arrows, at the intersection of Figueroa Street and 190th Street/Victoria Street and has received authorization to proceed with the design work for the project. This is the City of Carson's Project No. 1415: Traffic Signal Upgrade at Figueroa Street and Victoria Street.
The funding for this project is provided by the Highway Safety Improvement Program Local (HSIPL) federal fund. According to the Federal Highway Administration (FHWA) and the California Department of Transportation (Caltrans), adoption of a resolution by the City Council authorizing the execution of the Program Supplement Agreement to the Administering Agency-State Master Agreement No. 07-5403F15 between the State and the City is required (Exhibit No. 1).
Program Supplement Agreement No. F023 obligates up to $35,000.00 in HSIPL federal funds for the design phase of this project (Exhibit No. 2).

II. RECOMMENDATION

WAIVE further reading and ADOPT Resolution No. 18-087, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT AGREEMENT NO. F023 TO ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS FOR THE DESIGN PHASE OF PROJECT NO. 1415 [FEDERAL NO. HSIPL-5403(028)]: TRAFFIC SIGNAL UPGRADE AT FIGUEROA STREET AND VICTORIA STREET."

III. ALTERNATIVES

1. DO NOT ADOPT Resolution No. 18-087. However, if the City does not execute the program supplement agreement, it would not be eligible to receive federal and state funds for this project. No invoices for reimbursement can be submitted to the state until the program supplement agreement is fully executed.
2. TAKE another action the City Council deems appropriate.

IV. BACKGROUND

Project No. 1415 will provide left turn phases (arrows) at the intersection of Figueroa Street and Victoria Street/190th Street. The project is funded by a federal grant that is administered by Caltrans and also includes upgraded curb ramps and pedestrian crossing countdown signals. This intersection is on the boundary of Carson and the City of Los Angeles. Funding was provided for this project because the intersection was identified as a high collision location involving vehicles making left turn movements.
Carson administers federally funded projects under the auspices of an Administering Agency-State Master Agreement between the City of Carson and the State of California. The current version of this agreement (Master Agreement No. 07-5403F15) was approved by the City Council on March 21, 2017.
In order to be eligible for reimbursement, each individual project that is federally funded must have a Program Supplement Agreement that is executed by adopting a resolution. The resolution under consideration would obligate the expenditure of up to $35,000.00 for the design of the upgraded traffic signal, which would be reimbursed through the HSIPL grant. It is anticipated that the design phase would be completed by November 2018 and that construction would be completed by May 2019.

V. FISCAL IMPACT

The Program Supplemental Agreement under consideration will provide the opportunity for the City of Carson to be reimbursed for an amount not-to-exceed $35,000.00 from the HSIPL grant for the design phase of the traffic signal upgrade project. There would, therefore, be no impact on the City's general fund.
