CONSIDER APPROVAL OF RESOLUTION NO. 18-076 AND THE USE AND MAINTENANCE AGREEMENT BETWEEN THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT AND THE CITY OF CARSON FOR THE CONSTRUCTION OF PROJECT NO. 1515: CARSON STORMWATER CAPTURE FACILITY AT CARRIAGE CREST PARK (CITY COUNCIL)

I. SUMMARY
The Los Angeles Regional Water Quality Control Board (Regional Board) is encouraging cities to capture and reuse stormwater as a way to address surface water quality issues, as well as to provide new supplies of reclaimed water for irrigation and enhance ground water supplies. The City of Carson (City) was able to secure $13,000,000.00 from CalTrans to fund Project No. 1515: Carson Stormwater Capture Facility at Carriage Crest Park (Project) located at the corner of Sepulveda Blvd. and Figueroa Street (Exhibit No. 1). The Los Angeles County Flood Control District (LA County) will be contributing $5,720,000.00 towards the implementation of this project.
The plans, specifications, and estimates for the project have been completed. Included in the design is the proposed connection of the storm drain line to the existing flood protection facility owned and operated by the Los Angeles County Flood Control District. LA County has provided a Use and Maintenance Agreement for the City's approval. The Agreement will authorize and permit the City to use a portion of the LA County flood protection facility for the implementation of the Carson Stormwater Capture Facility project. It is staff's recommendation to approve the Use and Maintenance Agreement in order to move forward with the implementation of Project 1515.
II. RECOMMENDATION
