CONSIDER THE AWARD OF A CONTRACT FOR THE PURCHASE OF A CRACK SEALER FOR THE PUBLIC WORKS DEPARTMENT (CITY COUNCIL)

I.                     SUMMARY

There are more than 250 lane miles of paved roadway within the City of Carson.  The 2017 pavement management study quantified the associated maintenance needs at 100 million dollars.  Filling and sealing cracks is a routine practice in pavement preservation that reduces the proliferation of potholes and helps to extend the useful life of streets. Staff would like to incorporate the use of a crack sealer into the routine pavement preservation program, and recommends that City Council award a contract through National Joint Powers Alliance (NJPA) to Crafco Inc. for the purchase of a Super Shot 125 CFM Crack Sealer.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     WAIVE the formal bid process defined by the Carson Municipal Code, Section 2607, as allowed by Section 2605 (1) (ii).

 

2.                     AUTHORIZE the Purchasing Manager to utilize Cooperative Purchasing for the contract between NJPA and Crafco, Inc., as allowed by Section 2611 (g).

 

3.                     APPROVE as to form, the award of a purchase contract for a Super Shot 125 CFM Crack Sealer to Crafco, Inc. in the amount of $76,803.04

TAKE another action the City Council deems appropriate.

 

IV.                     BACKGROUND

The City of Carson encompasses a 19 square mile area with over 250 paved lane miles. Due to the close proximity of the Port of Long Beach, the Port of Los Angeles and four major freeways, there is a significant amount of commercial traffic that travels through Carson and exacerbates the deterioration of the streets. In the past, staff has taken a more reactive approach to addressing pavement issues by way of skin patching, grind and overlay, and complete reconstruction.  Preventative maintenance measures are a cost-effective way to prolong the life of asphalt pavement. When cracks are sealed at the onset of formation, pavement life can be extended by up to five years. With the Pavement Management Study as a guide, staff will use the crack sealer to proactively address streets that only have lateral cracks and a PCI rating of 70 or above.  This in turn will increase the associated PCI by 10% and allow the City to expend capital resources on more severely deteriorated streets.

 

V.                     FISCAL IMPACT

There is no additional fiscal impact associated with this request. The total cost of the Crack Sealer is $76,803.04, and this amount was previously appropriated in the FY17-18 budget.
