CONSIDER ADOPTING A RESOLUTION APPROVING THE PROJECT LIST FOR SB 1 (BEALL) "ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017", FOR FY 2018-19 (CITY COUNCIL)

I. SUMMARY

The California Transportation Commission (CTC) recently released updated 2018 Annual Reporting Guidelines for local streets and roads funding under the SB 1 Road Repair and Accountability Act of 2017. These guidelines require that all cities and counties submit their FY 2018-19 project list via resolution in order to become eligible for SB 1 funds.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. ADOPT Resolution No. 18-052 approving the project list for FY2018-19 funded by SB1 "Road Repair and Accountability Act of 2017".
2. AUTHORIZE the Mayor to execute the Resolution after approval as to form by the City Attorney.

1. DO NOT ADOPT Resolution No. 18-052 approving the project list for FY2018-19 funded by the SB1 "Road Repair and Accountability Act of 2017.
2. TAKE another action the City Council deems appropriate, consistent with the requirements of the law.

IV. BACKGROUND

On April 28, 2017, the Governor of California signed SB1, which is known as the "Road Repair and Accountability Act of 2017." SB1 increases per-gallon excise taxes, vehicle registration fees, and provides for inflationary adjustments to tax rates in future years in order to address basic road maintenance and rehabilitation on state highways and the local streets and roads system.
On August 16, 2017, the CTC adopted SB1 Local Streets and Roads Funding guidelines. The CTC is the agency responsible for the administration of the funding application, expenditure reporting and auditing.
At the September 19, 2017 meeting, the City Council adopted Item No. 15, approving the project list for Senate Bill 1 (SB1) "Road Repair and Accountability Act of 2017" for the next ten years, and amended the FY20...
