AMENDMENT NO. 1 TO AGREEMENT FOR CONTRACT SERVICES WITH ENVIRONMENTAL SCIENCE ASSOCIATES FOR ON-CALL ENVIRONMENTAL CONSULTING SERVICES (CITY COUNCIL)

I. SUMMARY
In 2016, the City entered into an agreement with Environmental Science Associates (ESA) to conduct on-call environmental consulting services with a total contract amount of $750,000 for three (3) years, not to exceed $250,000 per year. ESA is currently contracted to provide environmental consulting services for various projects in the City, including The District at South Bay Specific Plan Amendment (The District), Inland Star, and Prologis at Dominguez Tech Center. The scope of work for this first contract amendment is to continue to provide on-call environmental consulting services and to fund completed services conducted for The District at South Bay Specific Plan Amendment project (District). The total amended contract amount is $1,516,210.00 for three (3) years.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE Amendment No. 1 to the Agreement for Contractual Services by and between the City of Carson with ESA in a total amount of $1,516,210.00 for three (3) years ("Agreement"), in a form substantially similar to the attached Agreement, subsequent to potential further negotiation and finalization by the City Attorney; and
2. AUTHORIZE Mayor to execute the Agreement, upon approval as to form, by the City Attorney.

IV. BACKGROUND
ESA was originally retained by the City in 2016 to conduct on-call environmental consultant services for a total of $750,000 for three (3) years, not to exceed $250,000 per year. ESA was contracted to conduct environmental review for various projects for the City. The City anticipates ESA to perform environmental consulting services for new projects in addition to the currently contracted projects.
