CONSIDER APPROVAL  OF A TEMPORARY PURCHASING MANAGER EMPLOYMENT AGREEMENT WITH LISA NIXON  (CITY COUNCIL)

I.                     SUMMARY

The Purchasing Manager position has been vacant for approximately six months, due to a leave of absence by the current Purchasing Manager.  The Director of Finance with the support of staff has been filling the void.  It has become necessary to appoint a person to fill this vacancy on an interim basis.  To this end, the City Manager is requesting approval to appoint Ms. Lisa Nixon to fill the position on a contract and limited basis.

II.                     RECOMMENDATION

Recommendation

APPROVE the Temporary Purchasing Manager Employment Agreement with Ms. Lisa Nixon for interim services while the City recruits to fill the full-time permanent position.

DECLINE to make such appointment.

IV.                     BACKGROUND

The Purchasing Manager has been on an extended leave of absence since October 18, 2017.  This critical position has created a dire situation which has created an adverse impact on the provision of City services.  Specifically, the backlog of requisitions, purchase orders, service contracts and payments to the City’s vendors is causing delays in service and vendor payments.  Ms. Nixon has the necessary experience and thorough knowledge of purchasing operations to perform the duties of the Purchasing Manager position and is available to serve as the Temporary Purchasing Manager.  Attached please find her resumé (Exhibit No. 2).

V.                     FISCAL IMPACT

Funds for this interim appointment will come from the funds budgeted for the full-time position.
