CONSIDER AN AWARD OF A CONSTRUCTION CONTRACT TO CALIFORNIA COMMERCIAL POOLS FOR PROJECT NO. 1513: HEMINGWAY PARK AQUATIC CENTER POOL EQUIPMENT REPLACEMENT (CITY COUNCIL)

I. SUMMARY
On February 6, 2018, the City Council approved Item No. 13; plans, specifications and estimates (PS&E); and authorized staff to advertise for construction bids for Project No. 1513: Hemingway Park Aquatic Center Equipment Replacement. (Exhibit No. 1).
On March 19, 2018, two bids were received via Planet Bids. Staff recommends the award of a Construction Contract to the lowest responsive and responsible bidder, California Commercial Pools in the amount of $189,000.00.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. AWARD a Construction Contract for Project No. 1513: Hemingway Park Aquatic Center Equipment Replacement in the amount of $189,000.00, to the lowest responsive and responsible bidder, California Commercial Pools.
2. AUTHORIZE the expenditure of construction contingencies in the amount of $28,500.00 (15% rounded) for any unforeseen construction work that may be required to complete this project.
3. APPROPRIATE $99,080.00 from the Measure A Fund and $83,820.00 from the Park Development account, to account no. 22-80-999-004-8008/01531-01 and account no. 16-90-999-004-8008/01513-01 respectively, to fund Project No. 1513: Hemingway Park Aquatic Center Equipment Replacement.
4. AUTHORIZE the Mayor to execute the Construction Contract following approval as to form by the City Attorney.
5. WAIVE further reading and ADOPT Resolution No. 18-045, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE FY 2017/18 BUDGET IN THE MEASURE A FUNDS AND PARK DEVELOPMENT FUNDS”

IV. BACKGROUND
Project No. 1513 - Hemingway Park Aquatic Center Pool Equipment Replacement was previously listed in the City’s Capital Improvement Program (CIP) for FY 2016/17. The aquatic center located at 16700 South Avalon Boulevard features a three-pool complex, which includes a children’s activity pool with spray features, a seven-lane lap competition pool with a diving board, and two water slides with their own catch pool. Each pool has its own boiler that provides heating to the system.
The two boilers that provide heating to the activity pool and the slide pool cannot be repaired and need to be replaced. The third boiler, which serves the competition pool, has recently been replaced in-kind to accommodate local swim team competitions that began in February 2018.
Project No. 1513 calls for the replacement of the two old and inefficient pool boilers, with two new, higher efficiency models. This project will also include improvements to portions of the water recirculation systems, replacement of flow meters, two variable frequency drives (VFD), and the polyvinyl chloride (PVC) heater bypass lines. Alterations to accommodate the new boilers will include heater anchors, wall mounted louver openings, roof framing, and new branch circuitry.
These upgrades will help the aquatic center save energy, reduce maintenance costs, and provide a safe and comfortable environment for future pool activities.
The project was advertised via Planet Bids, and two bids were received and opened by the Purchasing Division on March 19, 2018. The results are listed below:

Staff reviewed the bids and found that the lowest responsive and responsible bidder was California Commercial Pools with a bid in the amount of $189,000.00. The bid bond, in the amount of 10% of the total bid, as supplied by the Arch Insurance Company, under the laws of the state of Missouri, is in order and was submitted with the bid. The contractor’s references have been checked, and it has been verified that the contractor has completed similar projects in an acceptable manner.

V. FISCAL IMPACT
If the City Council awards the contract as recommended, the total estimated project cost will be the sum of the construction bid of $189,000.00 and a construction contingency of $28,500.00 (15% rounded), which equates to $217,500.00. Funds for this project in the amount of $34,600.00 are included in the FY 2017/18 budget. The total estimated project cost exceeds the amount budgeted, therefore, the budget will need to be increased by $182,900.00 to allow the award of the Construction Contract to California Commercial Pools. An allocation of $99,080.00 should be appropriated from the County Measure A Fund account no. 22-80-999-004-8008/01513-01, and an allocation of $83,820.00 should be appropriated from the Park Development Fund account no. 16-90-999-004-8008/01513-01 (Exhibit No.2) to cover the anticipated total construction cost.
