CONSIDERATION OF A LARRY ITLIONG HOLIDAY IN THE CITY OF CARSON (CITY COUNCIL)

I. SUMMARY

Mayor Robles suggested to include an additional holiday to the City's holiday schedule in recognition of Larry Itliong. The City traditionally recognizes October as Filipino American History month and in 2010, the City Council passed Resolution 10-108 recognizing October 25 as Larry Itliong Day in the City of Carson. Tonight the City Council is requested to consider and provide direction to staff on whether to designate Larry Itliong Day as a holiday in the City of Carson.

1. REQUEST staff research the costs associated with an additional holiday and report back to the City Council.
2. TAKE another action the City Council deems appropriate.
3. TAKE no action at this time.

IV. BACKGROUND

Born in the Philippines in 1913, Larry Dulay Itliong immigrated to the U.S. in 1929. He worked in Alaska and California before founding the Filipino Farm Labor Union in 1956. Along with labor leaders Philip Vera Cruz and Pete Velasco, he was instrumental in getting Cesar Chavez's National Farm Workers Association to join with him in the Delano grape strike. This alliance between Mexicans and Filipinos had, at first, seemed unlikely as each had been used as leverage against the other for decades. This ethnic alliance later proved to be a strategy for the strike's success, recognizing commonalities between both groups' exploitations and ultimately resulting in wage increases, medical benefits, and the establishment of services like the Pablo Agbayani Village for retired farm workers.

V. FISCAL IMPACT
