CONSIDER THE AWARD OF A CONTRACT FOR THE PURCHASE OF A PB LOADER (CITY COUNCIL)

I. SUMMARY

On a daily basis, Public Works uses a 2004 PB Loader to pick up large and bulk items in the Right of Way. This equipment has reached the end of its useful life and needs to be replaced. Staff recommends that City Council award a contract through the National Joint Powers Alliance (NJPA) to Los Angeles Freight Liner, LLC. dba South Bay Truck Center of Carson for the purchase of a new CNG fueled Model ACX42 Class 8 PB Loader.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. WAIVE the formal bid process defined by the Carson Municipal Code, Section 2607, as allowed by Section 2605 (1) (ii).

2. AUTHORIZE the Purchasing Manager to utilize Cooperative Purchasing for the contract between NJPA and Los Angeles Freightliner, as allowed by Section 2611 (g).

3. APPROVE as to form, the award of a purchase contract for a PB Loader to Los Angeles Freightliner, LLC. dba South Bay Truck Center of Carson in the amount of $353,200.96.

IV. BACKGROUND

The Public Works Department maintains a fleet of vehicles that are used throughout the City. On a daily basis, the PB Loader truck is used by the Abatement and Roadway crews to perform street maintenance activities such as picking up large items that have been illegally dumped throughout the city. This vehicle (#1049) is a 2004 GMC gasoline powered PB Loader with 78,997 miles and significant wear and tear. During the past three years, the vehicle has been down for more than four months, and repair and rental costs have exceeded $15,000.
