CONSIDERATION OF AMENDMENT NO. 3 TO THE AGREEMENT BETWEEN THE CITY OF CARSON AND TOWNSEND PUBLIC AFFAIRS FOR FEDERAL AND STATE LEGISLATIVE ADVOCACY SERVICES (CITY COUNCIL)

I. SUMMARY
The proposed extension would be the third amendment to the original agreement between the City and Townsend. Amendment No. 3 extends Legislative Advocacy Services between the City and Townsend Public Affairs for an additional two months in order to avoid interruption of services while the City staff proceeds with a formal request for proposals. A draft of Amendment No. 3 is attached as Exhibit No. 4 for the Council's consideration.
II. RECOMMENDATION
Recommendation
APPROVE Amendment No. 3 to the agreement for contractual services by and between the City of Carson and Townsend Public Affairs, in the amount of $8,000.00 per month, for the period of April 30, 2018 through June 30, 2018.

IV. BACKGROUND
In Townsend's capacity as our legislative advocate they have lobbied on many bills at both state and federal levels that the City has supported or opposed.
History of the Contract between the City and Townsend Public Affairs
In 2014, the City of Carson entered into a 2-year agreement with Townsend Public Affairs for federal and state advocacy services, through October 6, 2016. (Exhibit No. 1) The agreement was extended by another year through October 2017 (Exhibit No. 2). The second amendment to the original agreement between the City and Townsend extended the agreement for another six months, through April 2018, and updated the scope of services to exclude grant funding efforts as those efforts are now being handled by California Consulting (Exhibit No. 3).
V. FISCAL IMPACT
Funds for these contract services were included in the FY 2017/18 adopted budget in account no. 01-50-010-001-6004.
