I. SUMMARY

This item is on the agenda at the referral of the FY18-19 Ad Hoc Budget Subcommittee. It was determined by the Committee that due to the current and future needs of and demands on the Public Works Department, it is necessary and prudent to move forward with the recommendation to approve the addition of a Principal Administrative Analyst for the Public Works Department. The City Council also requested information on the City's promotional practices and rules.

II. RECOMMENDATION

IV. BACKGROUND

On January 23, 2018, the recommendation was brought to City Council for approval and the City Council referred the item to the FY18-19 Ad Hoc Budget Subcommittee for further review and discussion. Staff was also directed to return with information on the City's promotional practices and rules. The Ad Hoc Budget Subcommittee met on February 7, 2018, with the Director of Public Works, Human Resources staff and the City Manager.
Public Works Principal Analyst
It was discussed that the Public Works Department is the largest department in terms of budget (second only to the Sheriff's contract), and has one of the largest work forces in the City. The Department must administer over 100 blanket purchase orders, manage approximately 10 grants annually (6 of the 10 are more than $1 million each), administer and manage 50 contracts, and administer the external requirements of a variety of special programs and funds (i.e., Measure M and RMRA).
