CONSIDER ADOPTING RESOLUTION NO. 18-014, AUTHORIZING THE SUBMITTAL OF A MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE (MSRC)  GRANT APPLICATION FOR WHICH THE CITY OF CARSON IS ELIGIBLE  (CITY COUNCIL)

I.                     SUMMARY

The Mobile Source Air Pollution Reduction Review Committee (MSRC) administers a Local Government Partnership Program providing Clean Transportation Funding grants to reduce air pollution generated by various mobile sources (i.e., cars, trucks, buses, etc.) in the State of California (State). In order to be eligible to receive grants, MSRC requires the adoption of a resolution by the City Council authorizing submittal and administration of applications for the grant for which the City of Carson is eligible. Staff is currently preparing a grant submission to purchase three electric vehicles and two charging stations. Resolution No. 18-014 authorizes the submittal of the MSRC grant application (Exhibit No. 1). The Local Government Partnership Program - MSRC Presentation informs Council of this unique partnership opportunity (Exhibit No. 2). 

II.                     RECOMMENDATION

Recommendation

                     1.                     WAIVE further reading and ADOPT Resolution No. 18-014, authorizing submittal of qualifying project applications, and allocating matching funds from the City’s AB2766 Subvention Fund account.

 

                     2.                     ACKNOWLEDGE receipt of the Local Government Partnership Program - MSRC Presentation.

1.                     DO NOT ADOPT Resolution No. 18-014. However, the MSRC requires adoption of a resolution authorizing submittal of MSRC grant applications.

IV.                     BACKGROUND

The Mobile Source Air Pollution Reduction Review Committee (MSRC) was established in the State of California legislature in 1990. The goal of MSRC is to invest funding in reduction of air pollution generated by operating vehicles. Therefore, it seeks to invest in clean air projects comprised of zero-emission vehicles, near-zero emission alternative fuel vehicles, and/or electric vehicle charging infrastructure. MSRC has partnered with the South Coast Air Quality Management District (SCAQMD) to address the issue, as smog from conventional vehicles is a cause for respiratory ailments.

The MSRC implemented a Local Government Partnership Program to partner with SCAQMD, local cities and counties while seeking to reach federal clean air goals. The program provides additional funding beyond that provided through the AB 2766 Subvention Fund Program. The program seeks to transition from conventional vehicles to zero and near-zero vehicles as well as electric vehicle charging infrastructure. Local agencies that participate in the AB 2766 program are eligible for funding under this MSRC program. Any eligible project must be completed within 60 months of executing a contract between the City and MSRC.

Funding applications are due on March 2, 2018.  Staff is currently preparing a submittal for up to three electric vehicles to replace leased pool vehicles and two charging stations for use by staff and the public.  One charging station would be sited at City Hall and one would be sited at the Corporate Yard.

Resolution No. 18-014 authorizes the submittal of applications by City staff to MSRC for Clean Transportation Funding for which the City is eligible, along with appropriate grant administration requirements. The resolution also requires that City staff provide to City Council the MSRC presentation.

V.                     FISCAL IMPACT

MSRC funding can be used to fund up to a maximum of 50 percent of a qualifying vehicle’s net purchase price or up to $10,000 per vehicle, whichever is less.  In addition, MSRC funding will cover 50 percent of the total cost for Electric Vehicle Charging Infrastructure (EVSE) Installation. Appropriation of current Fiscal Year 2017/18 matching funds from AB2766 Subvention Program provides a funding source for the City to meet state and federal Clean Air Act requirements and implementation of motor vehicle emission reduction measures in the SCAQMD Air Quality Management Plan (AQMP).
