CONSIDERATION OF CITY-AFFILIATED ORGANIZATIONS BY MAYOR ROBLES (CITY COUNCIL)

I.                     SUMMARY

This item is on the agenda at the request of Mayor Robles. The purpose of this report is for Mayor Robles with the concurrence of the City Council to consider council assignments to any City-Affiliated Organization.

Mayor Robles and City Council will discuss and appoint a representative to the Southern California Cities Consortium Joint Powers Authority (SCCCJPA).

Furthermore, on July 27, 2015 Mayor Robles was appointed to the South Bay Cities Council of Governments (SBCCOG) as alternate (alt) number two. The City Clerk’s office has confirmed that a second alt is not required by SBCCOG; therefore, no action is required, eliminating the alt number two position. Which concurrently removes Mayor Robles’ appointment to the SBCCOG. This is for informational purposes only.

 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

CONSIDER appointment of a city council member as a delegate and another member as the alternate to the Southern California Cities Consortium Joint Powers Authority.

REAFFIRM, RE-DESIGNATE and/or DESIGNATE delegates and alternates to the City-Affiliated Organizations;

Or:

TAKE another action the Mayor and City Council deem appropriate.

III.                     ALTERNATIVES

IV.                     BACKGROUND

Currently, the City of Carson is partnered with the Joint Powers Authority (JPA) to provide additional means for the member cities to improve the quality or reduce the costs of providing municipal services, including electrical, gas and water services. The intent is to combine the bargaining and buying power of members in all areas of purchasing; monitoring and promoting legislative actions related to the purpose of the authority. The members of the SCCCJPA include, but are not limited to, Carson, Culver City, Gardena, Hawthorne, Inglewood, Lawndale, Lomita, Redondo Beach, and West Hollywood.

The Mayor, with the concurrence of City Council, can designate delegates and alternates to the various City-Affiliated Organizations as necessary at a regular meeting following the annual reorganization of the City Council and/or following any municipal election.

 

V.                     FISCAL IMPACT

Funds for membership dues and attendance at the annual conferences and regular meetings of each of the City-Affiliated Organizations are provided in the City Council Budget.
