CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR PROJECT NO. 1513:  HEMINGWAY PARK AQUATIC CENTER EQUIPMENT REPLACEMENT (CITY COUNCIL)

I.                     SUMMARY

The plans, specifications and estimates (PS&E) for Project No. 1513:  Hemingway Park Aquatic Center Equipment Replacement FY 2017/18 (Exhibit No. 1) have been completed and are ready for construction.  The total estimated cost for this project is $209,000.00.  The PS&E were prepared by Westberg & White, Inc., and is available for review at the City Engineer’s office.

It is requested that the City Council approve the PS&E and authorize staff to advertise this project for construction bids.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     APPROVE the plans, specifications and estimates for Project No. 1513:  Hemingway Park Aquatic Center Equipment Replacement.

2.                     AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1513:  Hemingway Park Aquatic Center Equipment Replacement.

1.                     IV.                     BACKGROUND

The Hemingway Park Aquatic Center Equipment Replacement project was previously listed in the City’s Capital Improvement Program (CIP) for FY 2016/17.  The aquatic center, located at 16700 South Avalon Boulevard, features a three-pool complex, which includes a children’s activity pool with spray features, a seven-lane lap competition pool with a diving board, and two water slides with their own catch pool.

The three boilers that provide heating to each pool need to be replaced.  Two of the boilers cannot be repaired, and a temporary repair is in process for one of the boilers in order to accommodate local swim team competitions that are scheduled to begin in February 2018.

Project No. 1513 calls for the replacement of the three old and inefficient pool boilers, with three new and higher efficiency models.  This project will also include improvements to portions of the water recirculation systems, replacement of flow meters, two variable frequency drives (VFD), and the polyvinyl chloride (PVC) heater bypass lines.  Alterations including heater anchors, wall mounted louver openings, roof framing, and new branch circuitry will be made to accommodate the new boilers.

These upgrades will help the aquatic center save energy, reduce maintenance costs, and provide a safe and comfortable environment for future pool activities.

V.                     FISCAL IMPACT

The estimated total cost of this improvement project is $209,000.00, which consists of a construction cost of $190,000.00 plus a 10% construction contingency of $19,000.00. Funds for this project were not included in the adopted FY 2017/18 CIP budget.  No appropriation of funds is requested as part of this report. The exact amount of funding needed will be requested with the award of contract to the lowest responsible bidder.
