CONSIDERATION OF DETERMINATION THAT MEASURE C TO ESTABLISH AN OIL INDUSTRY BUSINESS TAX HAS PASSED, BASED ON FULL CANVASS OF THE VOTE, THROUGH PASSAGE OF RESOLUTION NO. 17-158 RECITING THE FACT OF THE SPECIAL MUNICIPAL ELECTION HELD ON NOVEMBER 7, 2017, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW (CITY COUNCIL)

I. SUMMARY
On August 7, 2017, the City Council called for a Special Municipal Election to be held on November 7, 2017 to submit a ballot measure to voters later identified as Measure C (Oil Industry Business Tax License). The City Clerk/Elections Official canvassed the votes, concluding more than 50% plus 1 vote were cast In Favor of Measure C.
Upon adoption of Resolution No. 17-158, the City Clerk shall execute and publish Ordinance No. 17-1630 (An Ordinance of the People of the City of Carson, California Adding a New Chapter 3.5 to Article VI of the Carson Municipal Code to Establish and Impose a Business License Tax on Operators of any Facility Where Petroleum or Petroleum Products are Blended, Mixed, Processed, or Refined and/or any Facility that Stores Petroleum Products); which shall take effect 10 days after the certification of its approval by the majority of the voters voting at the Special Municipal Election held on November 7, 2017.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. ALLOW the City Clerk/Elections Official to report and provide the certification of the final results and canvass of the November 7, 2017, Special Municipal Election in the City of Carson; and
2. WAIVE further reading and ADOPT Resolution No. 17-158, A Resolution of the City Council of The City of Carson, California, Reciting the Fact of the Special Municipal Election Held On November 7, 2017, Declaring the Result and Such Other Matters as Provided by Law.

TAKE another action the City Council deems appropriate.
IV. BACKGROUND
On August 7, 2017, the City Council called for a Special Municipal Election to be held on November 7, 2017 to submit a ballot measure to voters later identified as Measure C (Oil Industry Business Tax License).
Resolution No. 17-158 declares the final results and certification of the complete canvass of the vote of the City of Carson, Special Municipal Election held on Tuesday, November 7, 2017 and affirm that Measure C (Oil Industry Business Tax License) has carried and passed, because a majority of voters, at the November 7, 2017 Special Municipal Election, voted in favor of Measure C (Oil Industry Business Tax License).
