CONSIDER A CONFIDENTIALITY AND NON-DISCLOSURE  AGREEMENT BETWEEN THE CALIFORNIA WATER SERVICE COMPANY AND THE CITY OF CARSON (CITY COUNCIL)

I.                     SUMMARY

In an effort to ensure that City of Carson’s GIS staff and citizens have access to the most accurate data available, GIS staff is continuously reaching out to Utility, Oil and Water companies to get the most up to date substructure data available. With our substructure maps so out of date, this data is especially important to the City to avoid construction slowdowns and quickly find pipeline owners in case of a spill. California Water Service has created a GIS database of all their lines within the City boundaries and has offered their data to us.

II.                     RECOMMENDATION

Recommendation

TAKE THE FOLLOWING ACTIONS:

1.                     APPROVE entering into a confidentiality and non-disclosure agreement between The California Water Service Company and the City of Carson.

2.                     AUTHORIZE the Mayor to execute the agreement, after approval as to form by the City Attorney.

TAKE whatever action the City Council deems appropriate.

IV.                     BACKGROUND

GIS is attempting to add substructure features from any agency that has pipelines or cable within the City’s boundary.  The City’s two (2) water companies had previously balked at giving the City information on their pipeline locations citing security concerns but now realizing the mutual benefits of sharing data, they have offered us their pipelines in GIS format provided we sign confidentiality agreements.

V.                     FISCAL IMPACT

There is no fiscal impact to the City.
