CONSIDER AMENDING THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CARSON SUCCESSOR AGENCY AND ECO AND ASSOCIATES, INC. FOR ENVIRONMENTAL TESTING (SUCCESSOR AGENCY)

I.                     SUMMARY

On July 1, 2016, the Carson Successor Agency (Agency) and Eco and Associates, Inc. (Consultant) entered into a Professional Services Agreement (Contract) for on-call environmental services related to former Redevelopment Agency-owned land. The contract was for a not-to-exceed amount of $15,000.  The Contract does not expire until June 30, 2018, but funds for the two year term have already been expended as the Successor Agency has moved to dispose of sites.  More funds are being requested to cover costs for extensive environmental site assessment work that is required in order to transfer the Agency-owned property located 20820 Main Street to the Los Angeles County Fire Department (Fire Department).                        

 II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the amendment to the Professional Services Agreement with Eco and Associates, Inc. to increase the contract sum by $60,000.

2.                     AUTHORIZE the Agency Chairman to execute the Amendment to the Professional Services Agreement following approval as to form by Agency Counsel.

                     IV.                     BACKGROUND

The Consultant conducts environmental site assessment work to assist in the disposition of Agency-owned property.  An amount of $15,000 was approved to cover on-call services for the two year term of the Consultant’s Contract. The contract amount has been expended conducting environmental site assessments on Agency-owned properties including the property located at 20820 Main Street (Property).  Pursuant to the state-approved Long Range Property Management Plan, the Property will be conveyed at no cost to the Fire Department for development of a new fire station. 

Before the Fire Department accepts the Property, they have requested additional soil testing.  The requested soil investigation is more extensive than the work previously conducted.  In order for the Consultant to prepare the work plan and complete the additional work, the Agency needs to add funds to the Contract.  The Consultant produced an estimate based on the Fire Department’s guidelines, and staff is requesting an increase of $60,000 to the contract sum. 

The contract amendment (Exhibit No. 1) will allow the Agency to complete the additional work and move forward with the transfer of the property to the Fire Department.

 

V.                     FISCAL IMPACT

These are Successor Agency funds and not City General Fund.  The funds for consultant services have been budgeted in the FY17-18 Successor Agency Budget.                     The funds budgeted are sufficient to cover this contract amendment.
