CONSIDER RESOLUTIONS TO CONTINUE UNSPENT APPROPRIATIONS FROM THE FISCAL YEAR 2016-17 BUDGET TO FISCAL YEAR 2017-18 (CITY COUNCIL AND HOUSING AUTHORITY)

I. SUMMARY
It is routine for non-recurring appropriations such as those for capital projects to be expended over more than one fiscal year. Staff requests approval from the City Council and Housing Authority Board to continue the unspent budget from FY16-17 to FY17-18 for non-recurring projects that were not completed in FY16-17.
One set of resolutions decreases the FY16-17 budget, and one set of resolutions increases the FY17-18 budget.

III. ALTERNATIVES
DO NOT ADOPT the proposed resolutions, and the unspent FY16-17 budget will not be carried forward to FY17-18.
IV. BACKGROUND
The FY16-17 budget includes non-recurring appropriations for various projects or capital purchases. Some of these projects or purchases were not completed by June 30, 2017. Staff requests the City Council and Housing Authority Board approve a carryover of the unspent appropriations to FY17-18, so the projects and purchases may be completed.
The recommended list of appropriations to carryover is attached to this report (see Exhibit A). The list includes a short description, requested amount, and a justification.
Each requested amount is based on the available FY16-17 budget as of August 24, 2017; and these are the maximum amounts staff seeks approval to carry forward to FY17-18. The City and Housing Authority have not paid the final invoices for FY16-17. If the proposed resolutions are approved, the actual amounts carried over will be based upon the final FY16-17 budget available after all FY16-17 invoices have been paid; which will be less than or equal to the amounts presented in Exhibit A.
V. FISCAL IMPACT
There is no fiscal impact associated with the recommendation. The FY16-17 budget will be reduced, which will increase the June 30, 2017 fund balance. That increase of fund balance will be spent from the appropriation carried forward to FY17-18.
Therefore, the estimated fund balances at June 30, 2018 (the end of the current fiscal year) will not change from those presented with adoption of the FY17-18 budget.
