I. SUMMARY

The Carriage Crest Park Stormwater and Runoff Capture Project (Project No. 1515) is one of the projects in our Capital Improvement Program (CIP) currently in the design phase (Exhibit No. 1). The project is entirely funded through a $13 million grant from Caltrans designed to assist the City in compliance with its storm water permit requirements.
On June 13, 2017, staff completed a Request for Proposal (RFP) seeking bids from experienced and qualified manufacturers to design, furnish, store, and deliver precast watertight concrete modular units in accordance with the plans and specifications prepared for Project No. 1515.
The RFP was advertised through Planet Bids and the Daily Journal from June 22, 2017 to July 19, 2017. Two bids were received and opened by the City Clerk on July 19, 2017. Both bids were deemed non-responsive and incomplete. Staff is recommending rejection of the proposals received, and seeking authorization to modify the scope and re-advertise the project in an effort to receive more competitive and responsive proposals.


II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. REJECT all proposals received for the manufacturing of stormwater chambers for Project No 1515: Carson Stormwater Capture Facility at Carriage Crest Park.
2. AUTHORIZE staff to modify the scope and re-advertise the Request for Proposals, in an effort to solicit more competitive and responsive proposals.
