CONSIDERATION OF AMENDMENT NO. 2 TO THE AGREEMENT BETWEEN THE CITY OF CARSON AND TOWNSEND PUBLIC AFFAIRS FOR FEDERAL AND STATE LEGISLATIVE ADVOCACY SERVICES (CITY COUNCIL)

I. SUMMARY

In 2014, the City of Carson entered into a 2-year agreement with Townsend Public Affairs for federal and state advocacy services, through October 6, 2016. (Exhibit No. 1.) The agreement was extend by a year, the extension set to expire on October 6, 2017. (Exhibit No. 2.) During the June 15, 2017 budget sub-committee meeting, the sub-committee voted to recommend extending the City's contract with Townsend Public Affairs for six months, during which time staff should proceed with a request for proposals. The proposed extension would be the second amendment to the original agreement between the City and Townsend. Amendment No. 2 updates the scope of services to exclude grant funding efforts as those efforts are now being handled by California Consulting. A draft of Amendment No. 2 is attached as Exhibit No. 3 and is before the Council as part of the sub-committee's recommendation.



II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. APPROVE Amendment No. 2 to the agreement for contractual services by and between the City of Carson and Townsend Public Affairs for the period of October 19, 2017 through April 30, 2018.
2. EXTEND the contract services agreement with Townsend Public Affairs for state and federal legislative advocacy services, in the amount of $8,000.00 per month for a period of 6 months expiring in April 2018.
3. DIRECT staff to conduct a request for proposals for Federal and State advocacy services.
