CERTIFICATION AND ADOPTION OF A NEGATIVE DECLARATION FOR PROJECT NO. 1515:  CARSON STORMWATER CAPTURE FACILITY AT CARRIAGE CREST PARK  (CITY COUNCIL)

I.                     SUMMARY

On June 8, 2016, the City Council approved Item No. 39; a Cooperative Implementation Agreement with Caltrans for Project No. 1515:  Carson Stormwater Capture Facility at Carriage Crest Park.  Caltrans has granted the City of Carson (City) $13 million in funding for the project intended to capture and reuse stormwater and urban runoff.

Staff requests that the City Council certify and adopt a Negative Declaration pursuant to the California Environmental Quality Act (CEQA) Guidelines California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000-15387 for Project No. 1515:  Carson Stormwater Capture Facility at Carriage Crest Park.

II.                     RECOMMENDATION

Recommendation

CERTIFY and ADOPT a Negative Declaration for Project No. 1515:  Carson Stormwater Capture Facility at Carriage Crest Park.

IV.                     BACKGROUND

On June 8, 2016, The City Council approved Item No. 39; a Cooperative Implementation Agreement with Caltrans for Project No. 1515:  Carson Stormwater Capture Facility at Carriage Crest Park.  Caltrans has granted the City $13 million in funding for the project intended to capture and reuse stormwater and urban runoff.

On July 19, 2016, the City Council approved Item No. 19; a Stormwater Project Services Agreement with the County Sanitation District No. 2 of Los Angeles County (County Sanitation) for the design and construction of Project No. 1515:  Carson Stormwater Capture Facility at Carriage Crest Park.

The design study proposed to construct a Water Capture Facility at Carriage Crest Park that would greatly assist the City, the California Department of Transportation (Caltrans), the County of Los Angeles, the City of Los Angeles, and the City of Torrance, in complying with the applicable Total Maximum Daily Load (TMDLs), by reducing the transport of pollutants downstream to Machado Lake.  The design for this project is to capture water in an off-line cistern below a renovated ball field at Carriage Crest Park.  The water would then be treated for irrigation use at the park, or be transferred to the nearby Joint Water Pollution Control Plant (JWPCP) operated by the Los Angeles County Sanitation districts.

An initial study of this project was undertaken and prepared in accordance with the Local Procedures Implementing the CEQA Guidelines for the purpose of ascertaining whether this project might have a significant effect on the environment. A copy of the stormwater capture facility project’s Negative Declaration was completed and made available for a 30 day comment period from April 24, 2017 to May 24, 2017.  A copy of the Negative Declaration is on file and available in the City’s Engineering Services Division office.

The Project Team (including City staff, consultants, and County Sanitation staff) has met regularly to review the progress of the design study.  The site has been thoroughly evaluated.  The Project Team has reviewed the Negative Declaration.  On the basis of the Negative Declaration pursuant to the CEQA Guidelines, the Project Team’s findings concluded that there was no substantial evidence that the stormwater capture facility project would have a significant effect on the environment.

Staff requests that the City Council certify and adopt a Negative Declaration pursuant to CEQA Guidelines for Project No. 1515:  Carson Stormwater Capture Facility at Carriage Crest Park.

V.                     FISCAL IMPACT

Approval of the Negative Declaration does not have a direct fiscal impact on the City.
