CONSIDER AUTHORIZING AMENDMENT NO. 2 TO AGREEMENT FOR CONTRACT SERVICES FOR CROSSING GUARD SERVICES FOR THE CITY OF CARSON BY WORLD PRIVATE SECURITY, INC. (CITY COUNCIL)

I.                     SUMMARY

On February 7, 2017, City Council authorized amending the interim crossing guard services for Stephen White Middle School assignments at 220th / Figueroa and 220th/ Moneta, and for Broadacres Elementary School assignments at Andmark / Kramer and Gunlock/ Turmont to permanent assignments.  A request for a new crossing guard assignment for Caroldale Learning Community at Figueroa and Shadwell was also authorized as recommended by the Traffic Engineer’s traffic study. 

Staff is requesting Council to consider authorizing Amendment No. 2 to include the five added crossing guard sites as permanent assignments for the Contractor to manage.  There are 26 crossing guard sites, five of which are still staffed by in-house part-time crossing guards.  This would bring the total number of sites staffed by the Contractor to 21.

 

II.                     RECOMMENDATION

AUTHORIZE the Mayor to execute Amendment No. 2 to Agreement for Contract Services for Crossing Guard Services, following approval as to form by the City Attorney.

IV.                     BACKGROUND

On July 19, 2016, City Council authorized the First Amendment to Agreement for contractual services for professional crossing guards between the City of Carson and World Private Security, Inc. (Contractor) to include four additional crossing guard locations approved by Council for six-months (Exhibit No. 1).

On August 2, 2016, staff presented Resolution No. 16-102 to City Council to consider amending the FY 2015-16 budget to pay outstanding invoices from the Contractor due to the increased number of crossing guard assignments and increased relief coverage due to extended illnesses of in-house part-time crossing guards (Exhibit No. 2).

On February 7, 2017, City Council amended the four interim crossing guard assignments for Stephen White Middle School and Broadacres Avenue Elementary School to permanent crossing guard assignments.  Council also authorized a new crossing guard assignment for Caroldale Learning Community at Figueroa and Shadwell as recommended by the traffic study conducted by the Traffic Engineer.  The new location is included in the Contract for FY 2017-18 (Exhibit No. 3)

There are 26 crossing guard sites providing crossing guard services to 13 schools within the City.  The City employs five part-time in-house crossing guards whose assignments are assumed by the Contractor once they retire or resign.  Currently, the Contractor is assigned 21 of these sites to manage.

V.                     FISCAL IMPACT

The added cost for the increased number of crossing guard assignments for FY 2016-17 is estimated to total $4,606.00. A budget transfer is needed from the City Manager, Public Safety-Emergency Management,Temporary Part-time Salaries, account number 01-50-930-133/5004 to City Manager, Public Safety-Emergency Management, Contract Services, account number 01-50-930-133/6005 to cover Contractor’s anticipated invoices for May and June 2017.  There is salary savings from the Temporary Part-time Salaries due to prolonged absence of in-house crossing guards. 

Traffic Engineer completed traffic surveys prior to the School Year 2016-17.  There may be some crossing guard sites that may no longer meet the assignment guidelines in accordance with the revised Standard Management Procedure 1.2 approved by Council on May 16, 2017 (Exhibit No. 4 and 5).   Therefore, an agenda item may be presented to Council to consider possible suspension or deletion of these sites, which could result in reducing the FY 2017-18 crossing guard budget contract.
