UPDATE ON PROJECT NO. 1043:  CARSON STREET MASTER PLAN  (CITY COUNCIL)

I.                     SUMMARY

The Carson Street Master Plan project (Project No. 1043) is currently under construction.  The project implements the vision for the Carson Street Corridor (Corridor) between the I-405 and I-110 freeways, and enhances the landscaping and other features on Avalon Boulevard from the I-405 freeway to 220th Street (Exhibit No. 1).

As the project nears completion, this staff report serves as an update on the work completed, and provides the anticipated schedule for all remaining work.

IV.                     BACKGROUND

The Carson Street Master Plan project is a $17M project that includes installation of drought tolerant landscaping in parkways and medians, street furniture, Light Emitting Diode (LED) street lights, curb and gutter removal and replacement, roadway reconstruction, Americans with Disabilities Act (ADA) compliance, installation of a reclaimed water line and landscape enhancements throughout a 1.75 mile stretch of roadway on Carson Street between the I-405 and the I-110 freeways and on Avalon Boulevard from the I-405 freeway to 220th Street.

On July 7, 2015, a construction contract was awarded to Powell Constructors, Inc., in the amount of $16,937,335.00 (Exhibit No. 2).  The Successor Agency Board also authorized the expenditure of a construction contingency in an amount not-to-exceed $2,540,600.25 for change orders such as the removal and remediation of contaminated soil, substructure conflicts, and other unforeseen construction work that may be required to complete this project.

The required improvements along Carson Street are approximately 80% complete. The remaining items left which are expected to be completed by September 30, 2017 are the following: 

                     City Hall Lower Plaza and Added Scope Items:  Grading and placement of architectural pavers, pedestrian lighting, trees/treewells and fountain pin letters.  Concrete pavers etching and installation of plaques, and drain line sump pit/pump with curb drains.

                     Sidewalk Removal and Replacement, Carson Street from Avalon Boulevard to the I-405:  In order to complete the irrigation system on the south side of Carson Street between Avalon Boulevard and I-405, open trench installation was required to avoid existing utility conflicts.  

                     Lighting, tree planting, and landscaping in both the parkways and medians on Carson Street east of Avalon Boulevard.

                     Landscaping and irrigation within the Avalon Boulevard medians from 220th Street to the I-405 freeway.

                     Carson Street / Avalon Boulevard Intersection Work:  ADA compliant curb ramps and surrounding architectural pavers at the Carson Street / Avalon Boulevard intersection were deleted from the project scope of work at the beginning of the project, and recently re-included.  

                     Directional Signs:  Foundations, post, and signs for the new pedestrian and vehicular wayfinding signs are currently being constructed.

                     Monument Tower Sandstone and Lighting:  Monument tower sandstone cladding and installation of the backlit pin letters and lantern.

                     Median Art Feature:  The median art feature foundation and lighting are in place.  Delivery and placement of the art feature will take place next.  

                     2” Grind and Asphalt Overlay along Carson Street from Avalon Boulevard to I-405.

                     Striping:  Traffic striping and new crosswalks on Carson Street between Figueroa Street and the 405 freeway.

                     Street Furniture:  80% of the street furniture is in place, including benches and bike racks.  Remaining street furniture, including trash receptacles, will be completed prior to punchlist and cleanup activities.

                     Punchlist and Project Clean-Up.

 

V.                     FISCAL IMPACT

This project was entirely funded with Successor Agency bond proceeds. 

Contracts totaling $23,357,563 have been awarded for this project.

The shortfall was recently detected during a review of the project status.  A summary of the total budget and current shortfall follows.

The proposed FY17-18 budget to be considered on a separate agenda item includes $4,722,259 from the Bond Proceeds fund to correct the shortfall.  If the proposed FY17-18 budget is adopted, the total project budget will be $22,756,515.

If the proposed FY17-18 budget is adopted, the revised estimated Bond Proceeds fund balance will be $2,947,421.

The contractor has recently submitted a delay claim for $481,000, which may necessitate an additional budget amendment.  However, staff is evaluating the claim and intends to negotiate with the contractor soon; which will determine the final negotiated price.
