ADOPT RESOLUTION NO. 17-04-CRJPA ADOPTING THE CONFLICT OF INTEREST CODE WHICH INCORPORATES BY REFERENCE THE CONFLICT OF INTEREST CODE PREPARED BY THE FAIR POLITICAL PRACTICES COMMISSION

I. SUMMARY

The Carson Reclamation Authority adopted a Conflict of Interest Code (CoIC) at a Public Hearing on October 20, 2015. The CoIC was then to go to the County of Los Angeles Board of Supervisors for ratification. The Board of Supervisors approved the CoIC on September 6, 2016. The effective date of the CoIC was September 7, 2016. This action approves the adopted CoIC and also designates a filing officer who will ensure that all designated positions complete and file their Statement of Economic Interest within 30 days of the effective date of the code or within 30 days of receiving notice of their filing obligation.

II. RECOMMENDATION
Recommendation

TAKE the following action:
1. Waive further reading and ADOPT RESOLUTION NO. 17-04-CRJPA OF THE CARSON RECLAMATION AUTHORITY, A PUBLIC BODY CORPORATE & POLITIC, AND A POLITICAL SUBDIVISION OF THE STATE OF CALIFORNIA, ADOPTING THE CONFLICT OF INTEREST CODE WHICH INCORPORATES BY REFERENCE THE CONFLICT OF INTEREST CODE PREPARED BY THE FAIR POLITICAL PRACTICES COMMISSION.

IV. BACKGROUND

The Political Reform Act of 1974, California Government Code ?? 81000 et seq., requires the Carson Reclamation Authority ("Authority") adopt a Conflict of Interest Code and make amendments as and when appropriate and the California Fair Political Practices Commission has adopted a regulation, 2 California Code of Regulations Section 18730, which contains the terms of a standard conflict of interest code, and this code may be incorporated by reference.
