IV. BACKGROUND

On September 29, 2016, the Southern California Association of Governments (SCAG) announced the Call for Proposals for the 2016 Sustainability Planning Grants Program (SPG). Since 2005, SCAG's Sustainability Planning Grant Program has provided resources and direct technical assistance to member jurisdictions to complete important local planning efforts and enable implementation of the Regional Transportation Plan and Sustainable Communities Strategy (RTP/SCS). In response, staff prepared a grant application for a planning project in Carson. The application included letters of support from the South Bay Cities Council of Governments, Carson Chamber of Commerce, Watson Land Company, and City on the Hill Church.
On February 2, 2017, the SCAG Regional Council approved an award in the amount of $193,000 to the City of Carson (Exhibit 1) for its Neighborhood Mobility Plan project. This grant is valued at approximately $193,000 in planning services and will help support the General Plan Update project by enhancing technical analysis and public outreach. These consultant services are made available by the grant, free of charge to the City, to implement the project. These services will also enable the City to update zoning regulations and prepare design guidelines.
