CONSIDER ACCEPTING AS COMPLETE PROJECT NO. 1467:  SCOTT PARK REMODEL PROJECT (CITY COUNCIL)

I.                     SUMMARY

Project No. 1467:  Scott Park Remodel Project was initiated to renovate the kitchen and activity rooms.  The work included replacement of cabinets, counter tops, VCT flooring and painting.  This project is now complete in accordance with approved specifications, and staff requests City Council accept the work as complete, and authorize staff to file the Notice of Completion.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     ACCEPT as complete Project No.1467: Scott Park Remodel Project

2.                     AUTHORIZE staff to file a Notice of Completion.

III.                     ALTERNATIVES

1.                     DO NOT Accept the project as complete.  However, Civil code section 3093 requires a Notice of Completion to be filed for record within 10 days, upon the completion and settlement of all public works project claims, if any.

2.                     TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

      Project No. 1467: Scott Park Remodel Project Program is listed in the City’s Capital Improvement Program (CIP). The renovation was comprised of the following work:

A.                     Provide demolition of all existing cabinets located in the kitchen and activity room at Scott Park. 

B.                     Provide and install approximately 7-linear feet of upper and lower commercial grade cabinets in activity room.  Provide and install approximately 45-linear feet of commercial grade kitchen cabinets to match existing layout in kitchen area and activity room. 

C.                     Provide demolition of approximately 1,175 square feet of flooring and provide approximately 1,175-square feet of new commercial grade Vinyl Composition Tile (VCT) flooring and approximately 200-linear feet of covered base. 

D.                     Provide and install 7-linear feet of white quartz counter top with 4” back splash in activity room and 45-linear feet of white quartz counter top with 4” back splash in the kitchen.

E.                     Primer and paint all interior walls in kitchen only. 

F.                     Provide and install new under mount stainless steel sink and faucets in the kitchen area.

G.                     Provide and install a 36” exhaust vent hood vented through the ceiling in kitchen.

H.                     Provide all electrical and plumbing work required to accomplish the remodel project per direction of city staff, including any work to be performed on the weekend upon consultation with City, and clean-up of all items.

On April 7, 2016, the City Clerk posted the Notice Inviting Bids as required by the Carson Municipal Code.  The bids were also posted on the City’s Website and published in Our Weekly Newspaper.   In addition to the public postings, bids were solicited from thirteen (13) vendors currently on the City’s vendor list (Exhibit No. 1).  Of these thirteen companies, five (5) submitted proposals.  On April 28, 2016, a total of six (6) bids were received and opened by the City Clerk. 

The bids were reviewed and evaluated by the Purchasing staff on their conformance with City bid specifications and requirements.  Staff deemed the proposal acceptable, and in accordance with City policies.  Staff ranked the proposals as follows:

Staff recommended Corral Construction for the Scott Park Remodel Project.

On May 17, 2016, the City Council awarded a Construction Contract for Project No.1467: Scott Park Remodel Project, in the amount of $36,125.00 and with a contingency allowance of $3,612.50 to lowest responsive and most responsible bidder, Corral Construction (Exhibit No. 2).

The project commenced on November 28, 2016.  During construction, VCT flooring was added to the small activity room. This matter resulted in spending an additional $3,600.00 from the contingency allowance.  Thus, the total cost of the renovation was $39,725.00.  The remodel was fully completed on December 28, 2016. Staff requests City Council accept as complete Project No. 1467, and authorize staff to file a Notice of Completion.

V.                     FISCAL IMPACT

Funds for this project, in the amount of $36,125.00, were included in the FY 2016/17 budget in account no. 84-70-999-985-8004. The estimated cost of the project, as stated by the bid received from the approved contractor, Corral Construction, was $36,125.00, with a contingency amount of $3,612.50, for a total estimated cost of $39,725.00.  Staff used $3,600.00 of the contingency allowance for VCT flooring that was added to the small activity room, which resulted in a total final cost of $39,725.00.
