CONSIDERATION OF RESOLUTION NO. 17-062, EXPANDING PREFERENTIAL PERMIT PARKING ZONE "E" TO INCLUDE 218TH PLACE EAST OF MAIN STREET AND REGULATING PARKING WITHIN THE ZONE  (CITY COUNCIL)

I.                     SUMMARY

Permit Parking Zone “E” was established on the 100 block of 218th Street in April 2016 after a petition was submitted requesting a permit parking zone to prevent excursion bus customers from parking on this residential street.  A petition has now been submitted by the residents of the 100 block of 218th Place requesting that the permit parking zone be expanded to include their block, which is one block south of 218th Street.  The objective of this new petition is to prevent the excursion bus customers as well as the patrons of St. Philomena Church from parking on their street.  These two streets are located east of Main Street and south of Carson Street between the Alberton’s shopping center and St. Philomena Church (Exhibits No. 1 and 2).  Resolution No. 17-062 would expand Permit Parking Zone “E” to include 218th Place in addition to 218th Street.

II.                     RECOMMENDATION

Recommendation

WAIVE further reading and ADOPT Resolution No. 17-062, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, EXPANDING PREFERENTIAL PERMIT PARKING ZONE “E” TO INCLUDE 218TH PLACE EAST OF MAIN STREET AND REGULATING PARKING WITHIN THE ZONE.”

III.                     ALTERNATIVES

1.                     ADOPT Resolution No. 17-062 as recommended, but DO NOT WAIVE the registration and permit fees for the residents, as stated in Section 3 of Resolution No. 17-062.

3.                     TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

The block of 218th Place east of Main Street is a residential street that is located immediately north of St. Philomena Church and one block south of a commercial center (Alberton’s, Bank of America, etc.).  A petition was submitted by the residents of 218th Place requesting that Permit Parking Zone “E”, which was established last year for 218th Street, be expanded to include 218th Place.  After the permit parking restrictions were implemented on 218th Street, excursion bus customers began parking on 218th Place.  In addition, patrons of St. Philomena Church park on 218th Place during services at the church.  Because of these activities, many of the on-street parking spaces are occupied and the residents have a limited number of remaining spaces available for themselves and their guests.

While the existing permit parking zone on 218th Street has a parking restriction that extends from 5:00 p.m. to 8:00 p.m. every day of the week, the residents of 218th Place have requested that their parking restrictions extend from 7:00 a.m. to 7:00 p.m. on Fridays, Saturdays, and Sundays.

The Public Works Commission discussed this issue on April 10, 2017, and voted to support the request to expand Permit Parking Zone “E” to include 218th Place for the days and times requested by the residents.  The petition that was submitted was signed by residents of 10 houses on 218th Place.  As there are 14 houses on the 100 block of 218th Place, the petition represents 71 percent of the residences, which is higher than the City of Carson’s requirement to have at least a 60 percent approval.

When Permit Parking Zone “E” was established for 218th Street in 2016, the City Council decided to waive the fees for purchasing the parking permits, which is $20.00 per household for the registration fee plus $5.00 for each vehicle.  As there is a limit of three resident permits (decals) and two visitor permits (mirror hangers) per household, each household could purchase up to five permits.  If the maximum of five permits were to be purchased, the cost would be $45.00 ($20.00 registration fee plus $25.00 for the five permits).  If only one permit were to be purchased, the cost would be $25.00 ($20.00 registration fee plus $5.00 for one permit).  The proposed resolution indicates that the City Council would waive the fees for this expanded permit parking zone to be consistent with the provisions of the original zone established in 2016.  Alternative 1 provides the option for the City Council to impose the fees.

V.                     FISCAL IMPACT

The cost of implementing the permit parking program would be approximately $1,000.00, which includes signs and permits.  Funds for the signs are available in the Public Works Sign Maintenance budget, account no. 01-80-820-083-6009.  The fees for the permits would be waived in accordance with the resolution unless the City Council determines otherwise.  Revenues could potentially be generated from parking citations.
