CONSIDERATION TO ADOPT RESOLUTION NO. 17-059, RESOLUTION OF THE CITY COUNCIL OF CITY OF CARSON FOR FUNDING FROM THE URBAN AND COMMUNITY FORESTRY GRANT PROGRAM AS PROVIDED THROUGH THE GREENHOUSE GAS REDUCTION FUND  (CITY COUNCIL)

I.                     SUMMARY

The City is currently missing over 900 street trees.  Staff is requesting approval to apply for an Urban Forestry Grant to replace these missing trees.  In order to be eligible to receive grants, California Climate Investments Grants requires the adoption of a resolution by the City Council authorizing submittal and administration of applications for the grant.  Resolution No. 17-059 authorizes the City Manager to submit applications and administer the grant documents (Exhibit No. 1).

 

II.                     RECOMMENDATION

Recommendation

WAIVE further reading and ADOPT Resolution No. 17-059, “A RESOLUTION OF THE CITY COUNCIL OF CITY OF CARSON FOR FUNDING FROM THE URBAN AND COMMUNITY FORESTRY GRANT PROGRAM AS PROVIDED THROUGH THE GREENHOUSE GAS REDUCTION FUND.”

III.                     ALTERNATIVES

1.                     DO NOT ADOPT Resolution No. 17-059.                     However, the state requires adoption of a resolution authorizing submittal of grant applications.

 

2.                     TAKE another action the City Council deems appropriate.

 

IV.                     BACKGROUND

The State of California has adopted a greenhouse gas (GHG) reduction programs, which include the collection of “cap and trade” revenues from industries, utilities and other major sources of GHG emissions statewide.  The cap and trade revenues are proposed to be distributed to various state agencies to award to qualifying communities in the form of grants.  The California Department of Forestry and Fire Protection (CAL FIRE) administers a grant program to reduce GHG emissions through tree planting grants to urban communities.   These Urban and Community Forestry efforts play a significant role in meeting the state's greenhouse gas (GHG) emission reduction targets. 

A recent inventory of street trees indicated that the City is missing over 900 street trees city wide.   If Carson receives this CAL FIRE grant, it would replace all 900 trees, with 24 inch box specimens.  The grant includes labor to install the trees as well.  The staff has been working with the City’s grant consultant, California Consulting on this grant application.

The City Council is required to adopt the attached resolution which authorizes the submission of the grant by the City Manager, along with appropriate grant administration requirements.  

V.                     FISCAL IMPACT

The total project cost is estimated at $357,915.00. The grant will fund $267,915.00 and the City’s matching requirement is $90,000.00.  The Council is currently considering the adoption of Development Impact Fees, which should be explored for the required grant matching funds, prior to the use of General Funds.
