CONSIDER ADOPTING RESOLUTION NO. 17-054, AUTHORIZING THE SUBMITTAL OF APPLICATIONS FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF CARSON IS ELIGIBLE (CITY COUNCIL)

I. SUMMARY

The California Department of Resources Recycling and Recovery (CalRecycle), administers various grant programs (grants) to reduce, recycle, and reuse solid waste generated in the State of California (State).
In order to be eligible to receive grants, CalRecycle requires the adoption of a resolution by the City Council authorizing submittal and administration of applications for all grants for which the City of Carson is eligible.
Resolution No. 17-054 authorizes the City Manager to submit applications and administer the grant documents (Exhibit No. 1).

II. RECOMMENDATION
Recommendation

WAIVE further reading and ADOPT Resolution No. 17-054, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF CARSON IS ELIGIBLE."

III. ALTERNATIVES

1. DO NOT ADOPT Resolution No. 17-054. However, the state requires adoption of a resolution authorizing submittal of grant applications.

2. TAKE another action the City Council deems appropriate.

IV. BACKGROUND

The State initiated a program through CalRecycle for the reduction, reuse and recycling of used tires in order to reduce the impact on landfills. The City was successful last year and received a grant for $150,000 for rubberized mulch used in drought tolerant landscaping applications.
In order to process grant applications, CalRecycle has established procedures governing the application, award, and management of the grants. The procedures require an applicant's governing body to declare, by resolution, certain authorizations related to the administration of CalRecycle grants.
