CONSIDER AN AWARD OF A CONTRACT SERVICES AGREEMENT TO RON'S MAINTENANCE, INC. TO PROVIDE CATCH BASIN CLEANING SERVICES CITYWIDE (CITY COUNCIL)

I.                     SUMMARY

On March 13, 2017, the City of Carson (City) issued a Request for Proposals (RFP) for a three-year maintenance services agreement to clean catch basins within City boundaries. Five bids were received, and staff determined Ron’s Maintenance, Inc. to be the most qualified and lowest responsible bidder with a total bid in the amount of $70,248.75 annually, for the next three years, for a total not-to-exceed contract sum of $210,746.25.  Staff is requesting that the City Council award a three year Contract Services Agreement for citywide catch basin cleaning to Ron’s Maintenance, Inc. (Exhibit No. 1).

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     AWARD a Contract Services Agreement to Ron’s Maintenance, Inc. for the cleaning of catch basins citywide, in the amount of $70,248.75 per year for the next three years, for a total not-to-exceed contract sum of $210,746.25, in a form both subject to revisions by City Attorney and similar to attached Agreement.

2.                     AUTHORIZE the Mayor to execute the attached Contract Services Agreement following both approval as to form as well as revisions by the City Attorney.

1.                     DO NOT APPROVE the Contract Services Agreement.

2.                     TAKE another action City Council deems appropriate consistent with the requirements of the law.

IV.                     BACKGROUND

The National Pollutant Discharge Elimination System (NPDES) Permit requires the City to implement measures that minimize the amount of trash and litter that enter its water bodies.  Trash and debris are a concern because pollutants that find their way into City catch basins and the storm drain system through nuisance flows and storm events can end up in the City’s channels and creeks, and ultimately in the ocean.  In addition, other pollutants may adhere to the trash and litter including sediment, bacteria, organic matter, nutrients, and pesticides; which have the potential to adversely impact receiving waters and uses.

Under the NPDES Permit No: CAS004001, Article VI, Section D.4.c.vii, Storm Drain Operation and Management, the City is required to maintain 1,703 existing storm drain catch basins within its boundaries.  These catch basins are required to be regularly inspected and cleaned to ensure proper operation of the drainage system and protect water quality. To comply with this requirement, the City will clean the catch basins a minimum of three times a year. Additionally, the City is currently installing Automatic Retractable Screen and Connector Pipe Screen units on the catch basins as part of Dominguez Channel Trash Reduction project.

On March 13, 2017 staff issued an RFP for catch basin cleaning service.  On March 30, 2017, proposals were received by City Clerk.  On April 12, 2017 proposals were reviewed and ranked by Public Works Operations and Engineering staff.  The proposals were ranked as follows:

Based on the proposals received, Ron’s Maintenance, Inc. was determined to be the lowest, most qualified and responsive bidder.  Ron’s Maintenance Inc. is a bonafide contractor licensed by the State of California, and a responsible bidder under the State law. The contractor’s references have been checked, and it has been verified that the contractor has previously completed similar projects in an acceptable manner. Ron’s Maintenance, Inc. has also provided satisfactory service to the City of Carson in past years. Based on the above information, staff is requesting that the City Council award a Contract Services Agreement to Ron’s Maintenance, Inc. for the required cleaning of catch basins Citywide in the amount of $70,248.75 per year for the next three years, for a total not-to-exceed contract sum of $210,746.25.

V.                     FISCAL IMPACT

The cost for provision of this service is $70,248.75 per year.  The total cost for three years is $210,746.25. Funds for this item are included in the NPDES budget in account 01-80-820-285-6004.
