CONSIDER APPROVAL OF A LICENSE AGREEMENT BY AND BETWEEN THE CARSON SUCCESSOR AGENCY AND THE COUNTY SANITATION DISTRICT NO. 8 OF LOS ANGELES COUNTY FOR THE TEMPORARY USE OF THE PROPERTY LOCATED AT THE SOUTHEAST CORNER OF CARSON AND FIGUEROA STREET

I. SUMMARY

The County Sanitation District No. 8 of Los Angeles County (Licensee) is working on rehabilitating approximately 750 feet of 36-inch diameter clay-tile lined reinforced concrete pipe as part of their 216th Street Trunk Sewer Emergency Repair project (Project). The Licensee wishes to use the Agency-owned property located at the southeast corner of Carson and Figueroa Street (Property) for construction staging. Under the terms of the License Agreement (License), the term of the license will be 90 days and the license fee will be $750 per month.


II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. APPROVE the License Agreement.
2. AUTHORIZE the Chairman to execute the License Agreement following approval as to form by Agency Counsel.

IV. BACKGROUND

The Licensee is working on rehabilitating sewer pipes along 216th street. The Project includes rehabilitating sections of the 216th sewer pipes that are located in the city of Carson. The 216th Street Trunk Sewer was constructed in the 1930s. An inspection of the sewer revealed that approximately 750 feet of 36-inch diameter clay-tile lined reinforced concrete pipe within the City of Carson is in poor condition and needs to be repaired on an emergency basis. The proposed work will provide for overall system reliability by allowing for repair of aging infrastructure within the City of Carson. Due to the proximity of the Property to the Project site, the Licensee has contacted the Carson Successor Agency (Agency) with a request to use the Property for construction staging.
