CONSIDER APPOINTMENTS TO THE COMMISSIONS, COMMITTEES AND BOARDS BY MAYOR AND CITY COUNCIL (CITY COUNCIL)

 

Body

I.                     SUMMARY

This item is on the agenda at the request of Mayor Robles to continue to consider and appoint new commissioners, committee and board members in accordance with the Carson Municipal Code (CMC).

At the April 4, 2017 Regular City Council meeting the following nominations were ratified:

                     Marina Madrigal was appointed to Parks and Recreation Commission as the Alternate No. 3 Member;

                     Kendrick Roberson was appointed to the Mobilehome Park Rental Review Board as an At-Large Member, thereby creating a vacancy of the At-Large Alternate No. 1 Member;

                     Ruth Salud was appointed to the Mobilehome Park Rental Review Board as the At-Large Alternate No. 1 Member;

                     Emmanuel Saloman was appointed to the Veterans Affairs Commission [Regular Member], thereby creating a vacancy of the Alternate No. 3 Member;

                     Athia Carrim was appointed to Bullying Prevention Commission [Regular Member], thereby creating a vacancy of the Alternate No. 1 Member.

On March 29, 2017 Devin Brown resigned from the Parks & Recreation Commission as a [Regular] Member, thereby causing a vacancy.  All posting requirements for this unscheduled vacancy which has an unexpired term of November 30, 2018, have been fulfilled and are eligible for appointment.

On April 3, 2017 City staff notified the City Clerk’s Office that Ray Landero declined his appointment as a General Member to the Community Civic Engagement Board, thereby creating a vacancy. On April 4, 2017, Philipta Hicks notified the City Clerk of her resignation from the Citywide Advisory Commission as the Alternate No. 2 Member, thereby creating a vacancy. The application period for these vacancies will close after tonight’s City Council meeting, therefore making them ineligible for consideration until the May 2nd  City Council meeting.

 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

Mayor to CONSIDER, APPOINT, REAPPOINT or REMOVAL members to the Commission, Committees and Boards.

Or:

TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

Every two years after the municipal election, most Commission, Committee and Board appointments expire. Therefore, the Mayor may consider new appointments, and reappointments to commission, committees and boards in accordance with the CMC.

Invitations to submit a Commission, Committee or Board appointment application for all interested person(s) were posted in accordance to the Maddy Act. Applications for those individuals requesting appointments were previously provided under separate cover to the Mayor and City Council.

V.                     FISCAL IMPACT

Funds for commission and board member compensation are included in the respective department accounts in the adopted FY2016/17 budget.
