CONSIDER APPROVAL OF A RENTAL AGREEMENT BETWEEN THE CARSON RECLAMATION AUTHORITY AND THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT FOR THE PROPERTY INCLUDING THE TORRANCE LATERAL FOR INGRESS, EGRESS, MAINTENANCE AND OPERATIONS

I. SUMMARY

Along the southern and western boundary of the CRA's 157-acre project currently being developed is the Torrance Lateral, comprised of parcels under control of the Los Angeles County Flood Control District (LACFCD). Along the Torrance Lateral runs a fifteen foot wide access road that is used for ingress, egress, maintenance and operations of the site. LACFCD had previously entered into a rental agreement with Tetra Tech, Inc. in 2008 for access to, and use of, this access road. The Authority is being asked to consider a new agreement to supersede the prior one with Tetra Tech to allow the Authority and its designees the same use of this access road.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. APPROVE the proposed rental agreement between the Carson Reclamation Authority and the Los Angeles County Flood Control District.
2. AUTHORIZE the Chairman to execute the agreement, after approval as to form by the Board Attorney.

TAKE any other action the Board deems appropriate that is consistent with the requirements of law.

IV. BACKGROUND

Along the southern and western boundary of the 157-acre project currently being developed are parcels 1A, 2A and 3A, Los Angeles County Assessor's identification number 7336-010-901, Project 1232. These parcels are collectively known as the Torrance Lateral, parcels under control of the Los Angeles County Flood Control District (LACFCD).
