CONSIDERATION OF RESOLUTION NO. 17-031 AUTHORIZING THE EXECUTION OF ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS (CITY COUNCIL)

Body
I. SUMMARY

The City of Carson routinely applies for federal and state grants through the Los Angeles County Metropolitan Transportation Authority (Metro) and the California Department of Transportation (Caltrans) for certain capital improvement projects. The funding reimbursement process is in accordance with the current city and state Administering Agency-State Master Agreement No. 07-5403. Recent changes in federal and state funding legislation require revisions to this agreement and adoption of a resolution by the City Council authorizing the execution of a new Master Agreement (Exhibit No. 1).
Administering Agency-State Master Agreement No. 07-5403F15 reflects the recent federal and state funding legislation changes and must be executed by the city and state prior to the city receiving further federal funds (Exhibit No. 2).


II. RECOMMENDATION
Recommendation

WAIVE further reading and ADOPT Resolution No. 17-031, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE EXECUTION OF THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS."

III. ALTERNATIVES

DO NOT ADOPT Resolution No. 17-031. However, if the city does not execute the Master Agreement, it would not be eligible to receive federal and state funds for federally funded projects.
