CONSIDER THE APPROVAL OF RESOLUTION NO. 17-023, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE HOUSING-RELATED PARKS PROGRAM

I.                     SUMMARY

The requested action relates to the submittal by the City of an application to the California Department of Housing and Community Development (HCD) for funding under the Housing Related Parks Program (HRPP). The HCD application requires a Resolution from applying jurisdiction’s governing body authorizing the submittal of the aforementioned application.

II.                     RECOMMENDATION

Recommendation

1.                     WAIVE further reading and ADOPT Resolution No. 17-023 “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE HOUSING-RELATED PARKS PROGRAM AND THE EXECUTION OF RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE HOUSING-RELATED PARKS PROGRAM.”

 

2.                     AUTHORIZE the Mayor or his designee(s) to sign the grant agreement, any subsequent amendments thereto and all other documents with the State of California for the purposes of this program.

IV.                     BACKGROUND

The HRPP is an innovative program designed to reward local governments that have approved housing for lower-income housing and are in compliance with State housing element law with the grant funds to create or rehabilitate parks and or recreational facilities. The HRPP funds are provided to eligible jurisdictions on a per-bedroom basis for each residential unit affordable to very low- and low-income households permitted during the designated program years.  Furthermore, the eligible units affordable to lower-income households would have to be produced during the designated period of January 1, 2010 through December 31, 2016.

Staff, at the direction of the City Manager, coordinated interdepartmentally to identify a park in need of repairs within proximity of low-income housing units approved and funded by the City.  The HRPP application requires the low-income housing units to be within a “1/2-mile” walk of the park which is to benefit from the public funding.  Staff identified Calas Park as a nearby park needing repairs, including termite and other repairs. Carson Gateway, 85-units of Affordable Senior Housing located on the northeast corner of Carson Street and Avalon Boulevard was identified as the City’s qualifying housing low-income development.

The Carson Gateway development qualifies the City to receive up to $153,000.00 with award bonuses if approved by the HCD.  The competitive application was submitted on February 21, 2017 with a draft Resolution. The attached proposed Resolution No. 17-023 (Exhibit No. 1), if approved, will complete the City’s application.  Upon receiving the grant award, the City would expend the funds will in Fiscal Year 2017-2018 beginning in July 2017.

V.                     FISCAL IMPACT

There is no direct impact to the City’s general fund.
