CONSIDER RESOLUTION NO. 17-024 REPEALING CITY COUNCIL RESOLUTION NO. 12-085 AND ANY OTHER CITY COUNCIL RESOLUTIONS THAT DESIGNATE PARTICULAR TOWING COMPANIES TO SERVE AS THE EXCLUSIVE TOW PROVIDERS FOR THE CITY OF CARSON AND THAT URGE  THE LOS ANGELES SHERIFF’S DEPARTMENT TO UTILIZE LOCAL CARSON AREA TOWING COMPANIES AS THE EXCLUSIVE TOW PROVIDERS TO THE CITY OF CARSON’S SHERIFF’S STATION  (CITY COUNCIL)

I.                     SUMMARY

The City Council adopted a resolution in 2012 designating certain local towing providers as the exclusive providers to be used by the City.   Additionally, the City Council has adopted a resolution urging the LA County Sheriff’s Department to also utilize certain towing providers as exclusive providers to the City of Carson’s Sheriff’s Station. Since that time Los Angeles County decided that they should independently choose appropriate towing companies as needed.

Based upon the foregoing the City Council is asked to consider the attached resolution, which would repeal City Council Resolution No. 12-085 and any other City Council resolutions that designate certain local towing companies serving as exclusive tow providers for the City and all resolutions that urge the LA County Sheriff’s Department to utilize certain local tow providers as the exclusive providers to the City of Carson’s Sheriff’s Station.  Additionally, staff is seeking for direction from the City Council to explore all options available to the City for towing services in the City.

II.                     RECOMMENDATION

Recommendation

WAIVE further reading and ADOPT Resolution No. 17-024, ““A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA REPEALING CITY COUNCIL RESOLUTION NO. 12-085 AND ANY OTHER CITY COUNCIL RESOLUTIONS THAT DESIGNATE PARTICULAR TOWING COMPANIES TO SERVE AS THE EXCLUSIVE TOW PROVIDERS FOR THE CITY OF CARSON AND THAT URGE  THE LOS ANGELES SHERIFF’S DEPARTMENT TO UTILIZE LOCAL CARSON AREA TOWING COMPANIES AS THE EXCLUSIVE TOW PROVIDERS TO THE CITY OF CARSON’S SHERIFF’S STATION.”

III.                     ALTERNATIVES

TAKE any other action the City Council deems appropriate and consistent with the requirements of law.

 

IV.                     BACKGROUND

The City Council designated certain local towing providers as the exclusive providers to be used, on a rotating basis, by the City’s departments, divisions, and offices, because, at the time, these towing providers had the equipment to meet the towing needs of the City.  Additionally, the City Council has also urged, by resolution, the LA County Sheriff’s Department to utilize certain towing providers as the exclusive tow providers for the City of Carson’s Sheriff’s Station.

However, since then, it has been determined that the LA County Sheriff’s Department conducts the majority of towing in the City and independently chooses the appropriate towing company for any particular situation. 

Additionally, there are options available to the City for towing services that may result in added revenue for the City and staff would like to evaluate those options and return to the City Council with recommendations for towing services.
