CONSIDER THE APPROVAL OF RESOLUTION NO. 17-006, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM

I. SUMMARY
The requested action relates to the submittal by City of an application to the California Department of Housing and Community Development (HCD) for funding under the Home Investment Partnerships Program (HOME). HCD’s application requires a resolution from the jurisdiction’s governing body authorizing the submittal of the aforementioned application.
II. RECOMMENDATION
Recommendation
1. WAIVE further reading and ADOPT Resolution No. 17-006 “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING SUBMITTAL OF AN APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE HOME INVESTMENT PARTNERSHIPS PROGRAM; THE EXECUTION OF RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE HOME INVESTMENTS PARTNERSHIPS PROGRAM
2. AUTHORIZE the Mayor or his designee, to sign the grant agreement, any subsequent amendments thereto, and all other documents with the State of California for the purposes of this program.

IV. BACKGROUND
The HOME program is a Federal housing assistance program provided by HUD and administered on the state level by HCD. The HOME program was authorized by Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990. Under the HOME program, the following forms of housing assistance are available to eligible applicants:
- Owner-occupied Rehabilitation (OOR); and
- Tenant-based Rental Assistance (TBRA) programs.
In response to a Notice of Funding Availability issued by HCD on December 6, 2016, Staff seeks authorization to apply for housing assistance funds under the HOME program. In general, staff intends to use the funds for residential owner-occupied assistance throughout Carson and specifically for the Scottsdale community. The application process requires local jurisdictions to include a resolution approved by the jurisdiction’s governing body authorizing the submittal of the aforementioned application. To this end, Resolution No. 17-006 is attached (Exhibit No. 1).
Staff anticipates funding in the $500,000.00 to $700,000.00 range based on past funding. In addition, these funds can be best used to leverage the City’s Community Development Block Grant (CDBG) funds used for the Neighborhood Pride Program. Due to the difficulties in matching HOME fund guidelines with other sources of funding for multi-family housing, staff does not recommend using HOME funds for the development of new rental housing. Finally, households receiving HOME assistance must meet low and moderate income criterion similar to CDBG requirements.
V. FISCAL IMPACT
There is no direct impact on the City’s general fund.
