CONSIDER RESOLUTION 16-155 STRONGLY URGING LOS ANGELES COUNTY METROPOLITAN TRANSIT AUTHORITY TO ENSURE JOBS FOR CARSON RESIDENTS CONSIDERING THE PASSAGE OF MEASURE M (CITY COUNCIL)

I. SUMMARY

On November 8, 2016, Measure M passed by a two-thirds vote. Measure M is the new sales tax sponsored by the Metropolitan Transportation Authority (Metro). Funding from Measure M is meant to fund Metro's Long Range Transportation Plan in the following areas: new transit and highway projects; services for seniors, students and the disabled; bus and rail operations; bicycle and pedestrian connections; ongoing system maintenance and repair; and local street improvements.
The Transportation Plan will spur job creation in Los Angeles County. As Metro's moves forward with the Transportation Plan the City of Carson wants to ensure Carson residents are given priority for those jobs. This report includes Resolution No. 16-155 which strongly urges Metro to engage in a project labor agreement with the building trades industry and to ensure Carson residents are offered priority in receiving these jobs (Exhibit No. 1).

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 16-155, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, STRONGLY URGING LOS ANGELES COUNTY METROPOLITAN TRANSIT AUTHORITY TO ENSURE JOBS FOR CARSON RESIDENTS CONSIDERING THE PASSAGE OF MEASURE M"
2. DIRECT staff to transmit an executed copy of Resolution No. 16-155 to the Metro the Chief Executive Officer, Phillip A. Washington and his administrative staff members.
