I. SUMMARY

The City is seeking proposals from qualified Social Media Consultants to provide an analysis of the City's current social media efforts, make recommendations on best practices for municipal social media policy and protocol, and assist staff with implementation of the policies and protocols. The Consultant will also be required to assist staff in formulating and implementing strategies for disseminating information and assessing public sentiment toward the information.

II. RECOMMENDATION

AUTHORIZE preparation of a request for qualifications for a qualified Social Media Consultant.

IV. BACKGROUND

The Consultant will assist staff in formulating and implementing strategies for disseminating information and assessing public sentiment toward the information. Request for a qualified Social Media Consultant to do the following:
* Define social media.
* Inform current technology trends.
* Review City Social Media Policy.
* Work with staff to identify specific goals for social media outreach.
* Review applicable department guidelines.
* Instruct how to complete an Assessment of Need within the City and its various departments for a social media program.
* Set social media goals for a successful engagement.
* How to manage a social media campaign including compliance with record retention rules for local government and management of public comments.
* How to measure success of a social media campaign.
* Compare social media practices of public sector vs. private sector business.
* Prepare documentation, assist staff with implementation, training and managing the city's social media.
