CONSIDER POLICY CHANGES FOR THE CITY COUNCIL, SUCCESSOR AGENCY AND HOUSING AUTHORITY DECEMBER AND JANUARY MEETING SCHEDULES (CITY COUNCIL/SUCCESSOR AGENCY/HOUSING AUTHORITY)

I. SUMMARY
This item is on at the request of Mayor Pro Tem Davis-Holmes.
This matter is presented to the City Council to consider canceling the City Council/Successor Agency/Housing Authority meeting (meeting) scheduled for December 20, 2016, due to the busy holiday schedule and a proposed lack of quorum.
On November 14, 2016, Mayor Pro Tem requested staff bring back an ordinance amendment. The amendment would permanently change the City Council/Successor Agency/Housing Authority calendar from having two meetings in December to having on one meeting on the first Tuesday of December and permanently forego the second meeting in December. The amendment would also adjust the January meeting schedule. The Carson Municipal Code currently states that there is only one meeting during the month of January. Staff will prepare the amendment and place the matter on the December 6, 2016 agenda.
II. RECOMMENDATION
Recommendation
TAKE the following recommendations:
1. CANCEL the City Council/Successor Agency/Housing Authority meeting scheduled for December 20, 2016 due to a proposed lack of quorum.
2. DIRECT staff to amend the Carson Municipal Code to permanently change the December meeting schedule to meet on the first Tuesday in December and go dark on the third Tuesday of the month.
3. DIRECT staff to amend the Carson Municipal Code to permanently change the January meeting schedule to meet on the second and fourth Tuesdays of the month.
