CONSIDERATION TO ACCEPT AS COMPLETE PROJECT NO. 1392:  CITYWIDE ANNUAL CONCRETE REPLACEMENT PROGRAM  (CITY COUNCIL)

I.                     SUMMARY

Project No. 1392:  Citywide Annual Concrete Replacement Program (Exhibit Nos. 1 and 2) has been completed in accordance with approved plans and specifications.

A portion of the cost for implementing this project was paid out of the Community Development Block Grant (CDBG) fund.  On May 3, 2016, the City Council adopted Resolution No. 16-052 (Exhibit No. 3) and awarded the construction contract in the amount of $299,840.00 to the lowest responsive and responsible bidder, Bitech Construction Co., Inc.

It is requested that the City Council accept the work as complete and authorize staff to file the Notice of Completion.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     ACCEPT as complete Project No. 1392:  Citywide Annual Concrete Replacement Program.

2.                     AUTHORIZE staff to file a Notice of Completion.

III.                     ALTERNATIVES

1.                     DO NOT ACCEPT the project as complete.  However, Civil Code Section 3093 requires a Notice of Completion to be filed for record within 10 days, upon the completion and settlement of all public works project claims, if any.

2.                     TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

The citywide annual concrete replacement program is listed in the City’s Capital Improvement Program (CIP).

Project No. 1392:  Citywide Annual Concrete Replacement Program calls for the repair of damaged sidewalks, driveway approaches, cross gutters, curbs and gutters, access ramps, and trees removal.  Staff completed a field survey to identify street locations that require repair to restore concrete improvements to City standards, and to comply with the requirements of the Americans with Disabilities Act (ADA).  In addition, community service requests were reviewed; evaluated against City standards; and as appropriate, included in this project.  The plans, specifications and estimates (PS&E) were prepared by City Engineering Services Division staff.

The project location was selected based on the concrete improvement repair needs following the staff inspection, site evaluation, and the available budget.  In an effort to maximize economies of scale, staff concentrated on Maintenance Zone No. 5, which exhibited the highest need, in order to prevent deterioration of and/or preserve existing concrete improvements.

The project is bordered by Figueroa Street, Carson Street, Grace Avenue, and 220th Street.  The attached Location List identifies the street names and limits of the concrete repair/replacement quantities.  Per constituent requests, this project also included the construction of wheelchair ramps in two different locations; Avalon Boulevard / Scottsdale Street, and Bolsa Street / 213th Street.

On March 15, 2016, the City Council approved the PS&E and authorized staff to advertise the work and call for bids (Exhibit No. 4).

On April 14, 2016, nine bids were received and opened by the City Clerk.

On May 3, 2016, the City Council awarded a Construction Contract to the lowest responsive and responsible bidder, Bitech Construction Co., Inc. for Project No. 1392 in the amount of $299,840.00, plus a 15% contingency of $44,976.00 (Exhibit No. 5).

All of the required improvements, as part of this project, have been satisfactorily completed by the contractor, and accepted by staff.

The City Council is requested to accept the project as complete to allow staff to proceed with the filing of the Notice of Completion with the Los Angeles County Recorder.

 

V.                     FISCAL IMPACT

No fiscal impact.  Total project cost was budgeted at $344,816.00.  Actual total project costs were $317,853.85, which is $26,962.15 under budget.
