CONSIDERATION TO ACCEPT AS COMPLETE PROJECT NO. 1039:  FIAT STREET IMPROVEMENTS  (CITY COUNCIL)

I.                     SUMMARY

Project No. 1039:  Fiat Street Improvements from Moneta Avenue to Caroldale Avenue (Exhibit No. 1) have been completed in accordance with approved plans and specifications.

It is requested that the City Council accept the work as complete and authorize staff to file the Notice of Completion.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     ACCEPT as complete Project No. 1039:  Fiat Street Improvements.

2.                     AUTHORIZE staff to file a Notice of Completion.

III.                     ALTERNATIVES

1.                     DO NOT ACCEPT the project as complete.  However, Civil Code Section 3093 requires a Notice of Completion to be filed for record within 10 days, upon the completion and settlement of all public works project claims, if any.

2.                     TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

Fiat Street Improvements is part of the City’s Capital Improvement Program (CIP).

Project No. 1039 calls for the redesign of Fiat Street to correct the water ponding and drainage problem in the area.  The proposed improvements include the following:

a.                     Construction of approximately 650 lineal feet (L.F.) of rolled curb and gutter along the north side of Fiat Street.

b.                     Excavate and regrade 6 feet of pavement along the new gutter.

c.                     Reconstruct a new pavement section at this north side of Fiat Street.

d.                     Remove, regrade, and construct all driveways at the north side within private properties to tie-in with the newly constructed grades.

e.                     Replace access ramps to comply with City standards, and Americans with Disabilities Act (ADA) requirements.

f.                     Cold mill 5 feet tapered AC 1.5” to 0” along the south side of Fiat Street and at Caroldale Avenue’s end.  Also, cold mill 1.5” full depth at the intersection of Moneta Avenue and Fiat Street.

g.                     Apply 1.2” to 2” surface overlay to Fiat Street using Rubberized Asphalt Concrete between Moneta Avenue and Caroldale Avenue.

The plans, specifications and estimates (PS&E) were prepared by Uniplan Engineering, Inc. in 2005, but were shelved due to lack of available funding to complete the project at that time.  This project was recently reinstated, and the PS&E was updated in February 2016.

On March 15, 2016, the City Council approved the PS&E, and authorized staff to advertise the work and call for construction (Exhibit No. 2).

On April 14, 2016, four bids were received and opened by the City Clerk.

On May 3, 2016, the City Council awarded a Construction Contract to the lowest responsive and responsible bidder, All American Asphalt, Corp. for Project No. 1039:  Fiat Street Improvements, in the amount of $188,000.00 plus 15% contingency of $28,200.00 (Exhibit No. 3).

All of the required improvements for this project have been completed by the contractor and accepted by staff in a satisfactory manner.

The City Council is requested to accept the project as complete and allow staff to proceed with the filing of the Notice of Completion with the Los Angeles County Recorder.

V.                     FISCAL IMPACT

The total project cost was budgeted at $216,200.00. The actual project was $187,980.69, which is $28,219.31 under budget.
